Why this matters
First strategic-not-just-navigational weather prediction by Nami. Ch. 98 installed her as a barometric-prophet navigator (page 3, supermarket). Ch. 99 operationalizes the install — the weather-reading is used as tactical intelligence for a high-stakes rescue scenario.
The same storm she predicts is the chapter’s deus-ex-machina rescue mechanism (lightning destroys the platform). This is a single-chapter setup-payoff — Oda stages the Chekhov-gun on page 4 and fires it on page 15. The chapter is the prototype-instance of Nami-predicts-weather-then-weather-acts-as-narrative-mechanism grammar.
