Why this matters

Visual signature of the character — pre-loads his Logia Moku-Moku reveal (his body produces smoke; he literally lives surrounded by smoke). The cigars are operationally cover for the perpetual smoke-emission visible from his shoulders (Ch. 98 page 14) — when his Logia is named forward-canonically, the cigars retroactively become a hiding-in-plain-sight tell.

The slow exhale tell is also a combat-thinking indicator — across the series Smoker exhales before formulating a tactical decision. Pattern-prototype for Marine-officer-thinks-via-smoke mannerism.
