Chapter 21: Townies

Summary

The Orange Town arc closes. Luffy stands triumphant in the wrecked main street over a heap of KO’d Buggy Pirates, declaring “I WIN!!” (BA-M, page 2). Nami counts the recovered loot at ten million berries; Luffy proposes she join the crew and she agrees — “for the time being” — and hugs him over the haul (“It’s easily worth 10 million berries”). Luffy has split the treasure in two for them to carry (page 3: TA-DA reveal showing a half-pile dropped over the unconscious Buggy crew); Nami asks about his straw hat, and Luffy — calm — says “It’s not so bad. I can still wear it” and “It sure felt good to clobber ol’ Buggy!” In the rubble, Mohji and Cabaji are playing dead, whispering to each other to stay down “a while longer” (page 4) — first confirmation they survived their Ch. 16-17 defeats. Luffy goes to wake Zoro (PAT PAT) — Zoro is so wrung-out from the Cabaji duel he says “Ungh. It’s no good. I don’t think I can walk.” Nami: “You’re even less human than he is!” Luffy: “Don’t lump me with him!”

The townspeople, hiding through the entire Buggy occupation, return cautiously (page 5). Initial alarm gives way to relief when they realize the new arrivals aren’t more pirates: “PHEW! The townspeople! That’s a relief!” (Nami, page 5). Luffy proudly announces he knocked Mayor Boodle out (he did — Ch. 15, for the mayor’s own safety) — “I knocked the old man out!” (page 6). Nami panics: “Luffy! They didn’t have to know that!!” The townspeople — armed with pitchforks and clubs — pivot from gratitude to rage (VEEEM!!, page 6). Nami begs Luffy and Zoro to deny being pirates so they aren’t lynched (page 7); Luffy’s response, BA-DA-DUM full-pose: “WE’RE PIRATES!!” Zoro laughs (“HA HA HA! YOU IDIOT!”); the townspeople charge.

The trio flees (page 8). Boodle — still recovering offscreen — rallies the town: “THEY’LL PAY FOR ATTACKING THE MAYOR!!” Nami: “These are good people!” / “Why do you always have to complicate things?” Luffy, smiling mid-sprint, explains: “Because they love their mayor!” (page 9). Chouchou enters the alley they’ve ducked into — and, in the chapter’s quietest payoff, the dog physically blocks the pursuing townspeople from passing (pages 9-10, GRRR/RAARP). Townspeople: “Chouchou! Why are you helping them!?” The dog growls back. Chouchou’s stewardship-judgement — the people who saved his neighborhood — overrides his alignment with his own townspeople. Luffy’s silent reaction shot (page 10, ”…”) is the chapter’s emotional pivot.

The trio reaches the docks (page 11). Nami presents a small sailboat she stole “from some stupid pirates” earlier; Luffy is impressed (“It’s GREAT!!!”) — and immediately the “stupid pirates” in question (the three Buggy mooks Nami originally conned in Ch. 8) tromp onto the dock (TOMP!): “WE’VE BEEN WAITING FOR YOU, GIRLIE!!” The Ch. 8 con loops back. The fat mook, the curly-haired mook, and the striped mook claim the trio’s “fates are intertwined.” Zoro, still rubber-legged but laser-eyed, headbutts the fat mook (“OW.”, page 13) and floors all three with a single TMP-TMP-TMP follow-up — “YAAAH!!” — even from a half-walked state.

The townspeople catch up (pages 13-14) and find Boodle (now recovered and confused, “WHAT THE—?”), Mohji, Cabaji, and the freshly-felled Buggy mooks scattered around the docks. Boodle does not tell the townspeople what really happened. He covers: “It was like this when we got here…” / “There were three suspicious characters here…” — and when the townspeople insist on chasing the trio (“They were mocking us!”), Boodle bellows them down (page 15): “DON’T ANY OF YOU DARE TALK BAD ABOUT THEM!!! I’m the only one who gets to call them names!!” First on-page civilian-leader cover-up on a Straw Hat’s behalf — the template Nojiko, Vivi’s father, and every later village-elder will repeat.

Boodle chases after the trio anyway, not to attack — to thank them. The trio sets sail in two ships (Buggy’s flagship with Buggy-Jolly-Roger sail still attached, plus Nami’s pre-stolen sailboat; pages 16-17). Boodle catches up on the dock and shouts across the harbor: “Buggy would have killed me! You saved me and my town! I was a desperate man!” — then drops into a deep bow with the full-page “THANK YOU! I WON’T FORGET IT!!” (page 18). Luffy laughs and waves it off (“TAKE IT EASY!” / “YOU’RE WELCOME, MAYOR!”).

Out at sea, Nami discovers that Luffy gave the treasure away to fund Orange Town’s reconstruction — her share was “half a million berries!!” (page 19). She rages, threatens to kill him, drags him by the collar (“WHAK!”); Luffy, laughing, points out “Their whole town was wrecked. They’ll need a lot of money to rebuild it.” The two ships sail on. Narration caption: “AND SO NAMI THE THIEF JOINS LUFFY’S CREW, AND THE TWO SHIPS SET OUT TO SEA TOGETHER. LITTLE DO THEY KNOW THAT SOON THEY’LL HAVE TO FACE THE TRIAL OF THE FOREST…”

Volume bonus (page 20) — One Piece Storyboards #7 — Oda’s earliest pre-canon sketch of village youth Usopp (村の若者ウソップ), already with sling, goggles, overalls, signature long nose, and a coastal-village setting. First preview of the Syrup Village arc’s central new character, three chapters before introduction.

New reveals

• Nami formally joins the crew — first on-page narrator-affirmation: “AND SO NAMI THE THIEF JOINS LUFFY’S CREW” (page 19). The Ch. 14 conditional alliance and Ch. 17 “will I consider teaming up with you again” are converted into actual crew membership. Note the qualifier: she joins “the thief,” not “the navigator” — the conditional/transactional framing is preserved in the narration itself. This is the Ch. 8 introduction’s payoff: 13 chapters to go from castaway-con-artist to crew member.
• Luffy redistributes the villain’s wealth to the victim town — gives away the entire Buggy treasure haul (10M berries, 5M of which was Nami’s share) to fund Orange Town reconstruction (page 19). First on-page execution of the “Luffy gives the bad guy’s money to the people he was hurting” moral template. Recurs at scale in Cocoyasi (Nami’s village), Drum (Wapol’s gold), Alabasta (royal restitution), Skypiea (Enel’s gold to Cricket), Water 7 (Galley-La reconstruction), Wano, every arc.
• Boodle covers for the Straw Hats — refuses to let the town pursue them. “DON’T ANY OF YOU DARE TALK BAD ABOUT THEM!!! I’m the only one who gets to call them names!!” (page 15). The civilian-leader-cover-up beat. Anchors the adoption-of-the-crew-by-the-rescued-village pattern that recurs across every East Blue arc.
• Chouchou’s stewardship-judgement extended to the trio — the dog physically blocks his own townspeople from chasing the people who saved his shop’s neighborhood (pages 9-10). The Ch. 13 parable’s predictive payload (loyalty follows stewardship, not affiliation) is on-page demonstrated.
• Mohji and Cabaji survived their Ch. 16-17 defeats — both shown alive and conscious in the rubble, playing dead until the heat passes (page 4). “I think I’ll play dead a while longer.” / “Good idea.” Confirms Buggy-crew officer survival pattern.
• The Buggy-mook trio from Ch. 8 returns — the three mooks Nami conned in the chapter that introduced her track the stolen sailboat to Orange Town and confront her at the docks (page 11). The Ch. 8 setup closes inside the same arc. Knocked out by Zoro in a single sequence (pages 12-13), confirming Zoro’s status even at low ebb.
• Luffy operates a two-ship fleet leaving Orange Town — Buggy’s flagship (clown-skull sail still attached, pages 16-17) plus Nami’s pre-stolen sailboat. First time the crew is multi-ship. The Buggy ship is implicitly the larger vessel; the Nami ship is the small craft. The arrangement persists into the Syrup Village arc, where it’s wrecked/upgraded.
• First-ever Usopp preview (page 20, bonus) — Oda publishes a rough storyboards-era sketch labeling the character “村の若者ウソップ” (village youth Usopp). The design is already locked: long nose, goggles, sling, overalls, coastal-cliff setting. Three chapters before formal introduction. This is a major forward-foreshadow — Oda is telegraphing the next recruit visually before the reader has any in-canon hook.
• Next-arc tease in narration — “the trial of the forest” (page 19, narration box). First on-page name for what becomes the Syrup Village arc.
