Why this matters
Establishes the declaration as a public-record event in the One Piece world. Before Ch. 99, Luffy’s King of the Pirates declarations were private (to Shanks, to Mihawk) or one-to-one (to defeated villains). This chapter is the first mass-audience broadcast.
Forward-pattern: the in-world hearsay-formation mechanism is here installed. Loguetown civilians witnessed it. By Alabasta (Ch. 100+), the that’s the kid who declared the King of the Pirates at Loguetown register will operate in civilian-rumor. The declaration becomes part of Luffy’s pre-existing reputation before he even reaches the Grand Line.
The plaza-broadcast composition (whole-crowd-reaction-shots, DOOC OOMM acoustic SFX) is also the prototype-grammar for every later Luffy-broadcast beat (Marineford speech, Wano Onigashima broadcast, Egghead worldwide broadcast).
