Ch. 100 pages 4-5, 20 — combat-active alliance + forward-pursuit pre-load
The long-burn Buggy-and-Alvida cover-story alliance is here delivered as a combat-active operational alliance on-page . Buggy + the Buggy Pirates + Alvida (now fully-transformed slim form in red dress) all together at Loguetown; Alvida functioning as Buggy’s tactical advisor: “IF AN OFFICER SHOWS UP, WE’RE IN TROUBLE!” / “THOSE MEN ARE FROM NAVY HEADQUARTERS! BUGGY!” (page 4). The crew flees via the Chop-Chop Car (page 5), is captured by Smoker (pages 6-7), then escapes during the storm. At the chapter’s close (page 20), both stand together on a Loguetown rooftop watching the Going Merry depart: “TO THE GRAND LINE!” (Buggy) / “HOW NOSTALGIC…” (Alvida). Both heading to the Grand Line in pursuit of Luffy. The cover-story arc has fully crossed into main-arc canon and extends into a forward-pursuit pre-load. Ch. 99 payoff — joint execution operation
The Ch. 21 → Ch. 69 → Ch. 95 Buggy-Alvida cover-arc is here operationally complete. Buggy and Alvida jointly command the operation to publicly execute Luffy at Loguetown. Alvida is operationally a co-captain (‘Lady Alvida’ command-form persists, the Buggy-crew shouts at her). The cover-story arc has become the main-plot at the Loguetown arc-climax. Ch. 98 page 11 — main-text canonical confirmation
Alvida states the alliance openly on-page: ‘We teamed up in order to find you!! …And here he is!!!’ — and Buggy leaps onto the Loguetown Execution Scaffold to back her up (page 12). The 47-chapter cover-story forward-tell lands its canonical main-text payoff . The Buggy-Alvida confederation is now operational in the main text as a multi-captain-villain-team-up against Luffy. Ch. 75 page 1 — Alvida-coded female figure on the FINAL EPISODE cover
The Ch. 54 Part 14 Buggy + Alvida wine-on-heart-sailed-ship alliance-installment is visually confirmed at the FINAL EPISODE — the Alvida-coded female (slim, long-haired, club-wielding silhouette) is one of the cheering crew-members behind Buggy. The cross-captain-alliance is structurally preserved into the final-tableau — Alvida is now operationally of the (post-restoration) unified Buggy crew . Mysterious Figures in the East
Cover splash: Buggy and Mohji on a palm-cave island, sweating, terrified, staring at silhouettes approaching from the east margin; Richie peeks; the silhouettes resolve as Alvida and her followers (her parasol-and-spike-club silhouette is visible right-edge). The cover-arc convergence is staged — Alvida’s recovery-arc reaches Buggy’s island here. Forward-payoff: the Buggy-Alvida cover-alliance lands ~Ch. 99.
Ch. 65 page 1 —
shared-vessel tier : Mystery Woman + Richie at a ship’s wheel
The Ch. 54 Part 14 Pirate Alliance (Buggy + Alvida sharing wine on a heart-sailed ship) reaches its shared-vessel tier in Part 20 — the Mystery Woman (Alvida-inferred) is now at the wheel of a ship, with Richie at her side. The Buggy-Alvida alliance has graduated from sharing wine (Part 14) → succession-crisis-resolution (Part 16, off-Alvida) → acquisition + co-captain duo (Part 20). The cover-story’s escalation curve is consistent: from inter-captain alliance → shared command of a vessel . Forward-payoff: the Buggy-and-Alvida-co-captain in-text reveal in the Loguetown / Reverse Mountain arc.
Ch. 54 — page 1 (Cover-story Part 14:
“Pirate Alliance” )
Buggy in pirate-captain regalia (hat, leopard scarf) and Alvida in a post-defeat wardrobe-change (white sailor-collar dress, polka-dot bandanna, not the iron-mace getup of Ch. 2) sharing wine at a small table on a ship rigged with heart-pattern sails. The “TINK” SFX is the bottles clinking together — the alliance is celebratory . Cover-card explicitly reads “Pirate Alliance” .
Why it matters
First on-page panel showing the two East-Blue villain-captains together . Both were defeated by Luffy in prior arcs (Ch. 2 Alvida, Ch. 21 Buggy); the cover-story B-plot has escalated from solo-survival to inter-captain alliance.
Forward-payoff at Loguetown (Ch. 96+), where Alvida returns having eaten the Smooth-Smooth Fruit (Sube-Sube no Mi) and joined Buggy’s reformed crew.
The pirate-alliance concept itself is also a forward-tell — the structural ancestor of the Cross Guild (Buggy/Mihawk/Crocodile) and of the multi-captain-confederation grammar Oda runs across late-series antagonist tiers.

Alvida has changed wardrobe between Ch. 2 (iron-mace-and-rope) and Ch. 54 (sailor-dress) — a visual-tell for an off-page character-arc . Her physical proportions in the cover panel are unchanged from Ch. 2; the Smooth-Smooth Fruit reveal is still pending.
