Cover→main-plot merge (payoff @0490–0491)

The serial’s wholly-cover-introduced trio — Camie, Pappag, Hatchan — crosses from the cover page into the main canon at the Sabaody Archipelago, the textbook Oda cover-story-payoff move (cf. Caribou → Wano, Wapol → Reverie):

• Ch. 490 — Camie steps into the main story for the first time (pp. 17-20). The promotion begins.
• Ch. 491 — Pappag lands main-story with full dialogue (the “Criminal” brand starfish designer who believes he is human, pp. 4-6); Hatchan (“Hatchin”, owner of the octopus-fritter stand where Camie works) is bridged into the plot by transponder snail (pp. 6-8), strongly implied to be the Arlong-Pirate octopus fish-man. The cover serial’s Takoyaki-8 grand opening (Vol. 40, @0228) is retroactively confirmed as the pre-load of Hatchan’s Sabaody stand. This is the payoff_chapter.

Note: @0490 and @0491 carry no Hachi cover installment (the serial ended on-cover at @0228). They are recorded here as the main-plot landing point, not as serial installments, and are deliberately NOT added to the chapters: list (which tracks on-cover installments only).

• Ch. 183 — Vol. 2 “Let’s Go Home”: Hachi walks the sea floor among small fish in a coral-reef setting. First post-Arlong-arc on-cover Hachi appearance — establishes him alive and on a long return-journey. (Vol. 1 not vault-indexed.)
• Ch. 184 — Vol. 3 “Hachi Rescues a Pan(da) Shark”: Hachi beside a beaming black-and-white-banded shark he rescued. Pun: PAN(DA) SHARK.
• Ch. 185 — Vol. 4 “Hachi Receives a Thank-You Gift of Meat”: accepts a wrapped meat-package; coral-fridge tableau.
• Ch. 187 — Vol. 5 “Hachi Encounters a Hungry Man”: Hachi buried to his neck in beach sand; a scruffy hungry man with a fish skeleton. First Hachi-meets-a-human beat since the Arlong defeat.
• Ch. 188 — Vol. 6 “Hachi Receives a Ring in Gratitude”: emerges from waves toward a palm-island where a tiny child-fisher sits. Gratitude-token pre-loads the Vol. 7 ring-quest.
• Ch. 189 — Vol. 7 “The Goldfish Princess Who Lost Her Ring”: Hachi and a goldfish-princess at the GOLDFISH EMPIRE sign-arch. Lost-ring MacGuffin installs the Goldfish Empire as a cover-only sub-arc destination.

• Ch. 191 — Vol. 9 “A Sea Boar Hunted by a Sea Monster”: full-page undersea splash — a tusked, flower-garlanded sea boar engulfed by the maw of an enormous coiling sea-serpent. Sets up the multi-installment sea-boar rescue.
• Ch. 192 — Vol. 10 “Hachi Saves the Sea Boar”: giant open-mouthed Hatchan rescues the pig-snouted sea boar amid collapsing rocks.
• Ch. 193 — Vol. 11 “In the Mouth of the Sea Boar”: Hatchan dwarfed by the scaled boar-snouted creature, drifting toward its open maw. Closes the three-part sea-boar gag.
• Ch. 195 — Vol. 12 “Camie the Mermaid and Starfish Pappagu”: Hatchan in a bubble-cloud being towed alongside a long-tailed mermaid girl (Camie) and a large starfish (Pappag). First on-cover/on-page appearance of Camie and Pappag — wholly-new named characters introduced years before their forward-canon Sabaody-arc allies-of-the-Straw-Hats debut. • Ch. 196 — Vol. 13 “A shadow draws near Hachi, who saves someone who had been eaten by a fish, who had also almost been eaten by a fish.”: Hachi holds hands with a small mermaid on the seafloor; a large shadow looms (top-right) with a ? bubble; fish-skeleton motif. The looming shadow is a new-threat pre-tell.
• Ch. 197 — Vol. 14 “The Macro Fishman Pirates on the Scene”: B&W cover (not color). Three large fishmen; central figure in garb marked 深 (“DEEP”), beaded necklace; one bears “alowana” lettering + anchor (⚓) tattoo; another shows female-symbol (♀) + anchor + a sheathed sword. First on-cover appearance of the Macro Fishman Pirates — a new fishman group / forward-canon slave-trader crew tied to Fish-Man Island / Sabaody. • Ch. 199 — Vol. 15 “A Reunion with Old Comrades”: Hatchan reunites with old fishman comrades on the seafloor; “alowana” / 深 (“deep”) on his garb. Ties the Macro group into Hatchan’s past network.
• Ch. 200 — Vol. 16 “Camie’s Surprise! A Deal with the Fish-Men for the Octopus Fritter Map”: Hatchan strikes a deal with fish-men over an octopus-fritter map; Camie surprised; 深 (“deep”) + anchor (⚓) motifs. Launches the octopus-fritter-recipe quest driver. (Main-chapter milestone: Chapter 200.)
• Ch. 202 — Vol. 17 “In Search of the Legendary Super-Yummy Octopus Fritter Recipe”: Hatchan in a starfish-arm spread-eagle pose surfacing through the seafloor. Recipe-quest underway.
• Ch. 203 — Vol. 18 “Proposing to My Beloved Octopako One More Time”: octopus-woman Octopako on the seafloor with a heartbroken (cracked-heart) thought-bubble; Hatchan offering items; shells/sea-creatures. First appearance of Octopako, the female octopus-fishman who is the romance-object of Hatchan’s cover arc (the unnamed “she” of later installments).
• Ch. 204 — Vol. 19 “X Marks the Spot Where the Great Octomash Lives”: a giant octopus, the “Great Octomash,” looms over the seabed at a marked spot; a ”?” thought-balloon floats above. Decorative beat.
• Ch. 205 — Vol. 20 “Hachi’s Rage at Being Fooled”: Hatchan in a furious multi-armed sand-blast pose — likely payoff to the Vol. 19 Octomash tease (Hachi was tricked).
• Ch. 206 — Vol. 21 “They Went Thattaway”: Hatchan flees a giant octopus across the seafloor; continues the Great-Octomash-pursuit thread.
• Ch. 207 — Vol. 22 “The Mermaid-Selling Macro”: Hatchan aboard a fish-headed paddle-wheel vessel under a pirate flag on the surface, with a small mermaid and a ghost-jellyfish creature in the water. Names mermaid-trafficking on-cover — the Macro crew sells mermaids. Load-bearing slave-trade seed. • Ch. 208 — Vol. 23 “Octopus Fritter Punch!!”: Hachi’s seafloor walking-machine/submarine rig (jolly-roger flag mounted) takes a KABOOOOOM!!! hit, sending the contraption flying amid startled gulls.
• Ch. 209 — Vol. 24 “But We Didn’t Trick You”: Hatchan on the seafloor with a ”?” bubble; a mermaid and merfolk figures, a tattered jolly-roger on a pole, and a small worried fish-creature bearing an anchor (⚓) motif. Macro-crew “we didn’t trick you” beat (continuity with the deceived/chased thread).
• Ch. 210 — Vol. 25 “The Legendary Sauce Is Found Inside the Top of a Grade-A Ingredient”: Hachi (X-eyes, hearts) embraces a giant takoyaki/octopus-pot tableau; a mermaid figure and a sun-marked figure share the frame. Recipe-quest payoff beat.
• Ch. 211 — Vol. 26 “Now that I’ve got Macro’s treasure too, there’s no way she’ll turn me down”: Hachi sprawled defeated (X-eyes) beneath a vast manta-ray-like shadow. The romance-motive (“she’ll turn me down”) is now an explicit cover-arc driver — the unnamed “she” is Octopako. Re-invokes Macro (already debuted Vol. 14 / Ch. 0197). Pre-loads Hatchan’s forward-canon Sabaody network (Macro the slaver-fishman).
• Ch. 212 — Vol. 27 “Meanwhile, Octopako is on the move”: Octopako — a glamorous female octopus-fishman in a swimsuit seated between two polka-dotted spotted-pufferfish, applying lipstick. Confirms Octopako as the cover-arc romance object (the “she” of Vol. 26).
• Ch. 214 — Vol. 28 “Alas, the Village of the Headband-Wearing Catfish Is Crushed by a Shipwreck”: B&W cover. Hachi laughs (“HEE HEE HEE!”) atop a sunken shipwreck above a crowd of seafloor catfish-folk. Launches the catfish-village sub-arc.
• Ch. 215 — Vol. 29 “Hachi comes upon the village of starving catfish”: Hatchan among the sandora-catfish village. Continues the catfish-village rescue.
• Ch. 216 — Vol. 30 “HACHI RUNS FOR IT!!”: Hachi flees across the sea floor clutching a treasure chest, pursued. Comic chase beat (the main-chapter title splash is “Vivi’s Adventure”).
• Ch. 217 — Vol. 31 “Save the Catfish Village!! Exchange the Treasure for Cooking Equipment”: Hatchan splayed across a seafloor wreck. The treasure (Vol. 30) is to be exchanged for cooking gear for the catfish village.
• Ch. 218 — Vol. 32 “The Sudden Grand Opening of the Legendary Octopus Fritter Shop”: cover-corner serial inset only (no full-page cover-B-plot this chapter) — Hatchan running a takoyaki (“Octopus Fritters”) stand. Pays off the recipe-quest (the fritter shop finally opens) and sets up the high-seas Takoyaki-8 finale.
• Ch. 219 — Vol. 33 “The Catfish Village Is Saved; Proposing With the Last Box ♡”: Hachi at a takoyaki (たこ焼) stand; Octopako with a heart thought-bubble. Pays off the catfish-village rescue (Vols. 28–32) and re-invokes the Octopako-romance/last-box driver. (Note: the running “Vol. N” caption is the strip’s own installment count — see the volume-numbering note in this file.)
• Ch. 220 — Vol. 34 “Octopako is Drawn by the Aroma of the Sauce”: Hatchan and Octopako on a beach; a smell-trail heart motif. The fritter-sauce aroma is the bait that finally draws the romance-object Octopako in — advances the courtship.
• Ch. 222 — Vol. 35 “The Old Catfish Who Came Late”: Hatchan, Camie, and Pappag at a seafloor takoyaki (“たこ焼”) stand. Re-unites the named-character ensemble (Camie/Pappag) at the new fritter stand; a tardy catfish-elder gag closes out the catfish-village thread.
• Ch. 223 — Vol. 36 “Octopunch and the Smiling Elder”: Hatchan and companions sprawled on the seafloor before a beach takoyaki (“たこ焼”) stall. Comic “Octopunch” beat with the catfish-village elder.
• Ch. 224 — Vol. 37 “Hachi and the Sunset”: Hachi watches the sunset from a small palm island with a companion. Quiet, reflective interlude — pivots the serial toward its wistful childhood-dream coda.
• Ch. 225 — Vol. 38 “Sunset Dreaming”: Hatchan remembering his childhood dream to own a takoyaki (octopus-fritter) cart. Origin-of-the-dream beat — recontextualizes the entire fritter-quest as a lifelong ambition; thematically rhymes with the main-chapter “People’s Dreams” Bellamy/Blackbeard beat.
• Ch. 227 — Vol. 39 “The Catfish Village Repays Their Debt”: a festive takoyaki ship (“TA-DAAH!! / TAKOYAKI 8”) crewed by mallet-wielding octopus villagers. The grateful catfish villagers crew/gift Hatchan a high-seas takoyaki vessel — directly sets up the Vol.-40 grand-opening finale.
• Ch. 228 — Vol. 40 (FINALE) “Grand Opening! Takoyaki 8, an octopus fritter shop on the high seas”: Hachi at the helm of his “TAKO-8-YAKI” octopus-fritter ship. Concludes the serial — the childhood dream (Vol. 38) is realized: Hatchan opens Takoyaki 8, his floating fritter shop. This is the forward-canon pre-load of his Sabaody-arc role as the Takoyaki-8 stand operator and Straw-Hat ally.

Continuity note on the 0218–0228 tail

Vols. 32–40 run consecutively across Ch. 0218–0228, advancing only on chapters that carry an installment: 0221 (Luffy/Zoro/Sanji park-bench color spread) and 0226 (Vol.-24 frontispiece “King of the Seafloor” / Robin color spread) carry no Hachi installment and do not advance the counter — see “Chapters in this range with NO Hachi installment” below. The serial ends at Ch. 0228 (Vol. 40) with the Takoyaki-8 grand opening; no further Hachi installments appear after the Jaya arc.

• Takoyaki 8 (serial finale, Ch. 0228 / Vol. 40) — Hatchan’s floating octopus-fritter shop “Takoyaki 8” opens at the serial’s close. This is the named-payoff bridge: at Sabaody Hatchan is encountered operating the Takoyaki-8 stand and aids the Straw Hats. Notes

• The cover-arc operates as a redemption-arc-for-a-defeated-officer, parallel to the Buggy-cover-story template, but Hachi’s register is more tender (the octopus is kind, helps everyone, builds up favors). Pre-loads the Sabaody-arc reveal that the Straw Hats and Hachi are operationally reconciled.
• Mid-run the serial layers in two quest-drivers (the Goldfish-ring quest; the Octopus-Fritter-recipe quest), a romance (Octopako), and two forward-canon-load-bearing seeds (Camie/Pappag; the Macro trafficking crew).

Volume-numbering: the printed “Vol. N” captions

Earlier synthesis passes flagged a “discrepancy” at Ch. 0208/0210/0216 because the running log’s count lagged the printed Vol. numbers. Resolution (recorded, not “fixed”): the printed Vol. N caption is the strip’s own running installment count, and it is internally consistent across this range — Vol. 9 = Ch. 0191 … Vol. 31 = Ch. 0217 — advancing only on chapters that actually carry a Hachi installment. The chapters with no Hachi installment (0194, 0198, 0201, 0213) do not advance the counter, which is why the chapter number and the Vol. number drift apart by 4 across the run. The apparent mismatch was an artifact of partial earlier logging, not a printing error. Captions are kept verbatim; do not renumber.
