After the pigeons-and-flowers magic-show failure of Ch. 0190, Nami re-reads the manual and finds the combat-mode instructions on the reverse: *'Combat mode instructions can be found on the reverse side.'* The 'party tricks' she had been performing were the *front* of the manual; the actual weather-attack mechanic is documented on the *back*. This is the operational payoff to the Ch. 0190 *according to the instructions, this is a rifle / no, I have to trust him* failure-mode tee-up — Usopp's instructions were correct-but-incomplete because Nami had been reading the wrong side. First on-page canonization of the Climate Baton as a genuine combat-weapon rather than a magic-prop.
  • **LOAD-BEARING — the three batons' weather-physics canonized: Heat Ball / Cool Ball / Thunder Ball** (pp. 13-17). The manual specifies: (1) the first baton creates HOT AIR (blow into it → *Heat Ball!!*); (2) the second baton creates COLD AIR (*Cool Ball!!*); (3) the third baton creates ELECTRICITY (*Thunder Ball!!*). Shaking or blowing into the batons releases air bubbles. Even while losing, Doublefinger coaches Nami on combat discipline — *'Hmm... so she's not a total novice... when it comes to fighting.'* (p. 10) and *'Never look away until the fight is over. Mortal combat is nothing to take lightly, dear.'* (p. 18). Establishes Doublefinger as the mentor-in-defeat / teacher-villain register that lets Nami earn her win.
  • **SBS Question Corner (p. 20) — the drunken bystander 'Sam' was at Alabasta for his second daughter's wedding**. Reader Takashima 192 spots a recurring drunk man ('Sam') in the fleeing Alabasta crowd (Vol. 19, p. 104). Oda explains Sam's backstory: his wife left when his older daughter was eight, he raised both daughters alone, the delinquent second daughter is now getting married, and he drank-and-wandered until he ended up in Alabasta. Second question (Buggy pants) Oda deadpans: *'I won't buy them.'* First on-page canonization of background-extra 'Sam' as a recurring named crowd-figure with a continuity-backstory.

Summary

Cover (p. 1) — HACHI’S WALK ON THE SEAFLOOR, VOL. 9: “A SEA BOAR HUNTED BY A SEA MONSTER” — full-page undersea splash: a tusked sea boar (boar-headed creature with a flower garland) is engulfed by the gaping maw of an enormous coiling sea-serpent/monster against a deep-sea backdrop, with Hatchan’s cover-serial continuing from the prior installment.

In-story — the chapter is the continuation and resolution of the Nami vs. Ms. Doublefinger fight at Alubarna, begun in Ch. 190. Doublefinger opens with a Double Stinger (twin spike-strikes from her body, p. 2) and a barrage of stiletto-spike attacks (Finger Stinger!!, Hedgehog Stinger!!, Stinger Stomp!!) that shred the surrounding stone and wreck the alley while Nami flees, panicking that her new weapon is useless: ‘It was supposed to be a weapon! That long-nosed fool!! I’ll curse him from the grave!! That long-nosed…!!’ (cursing Usopp, p. 5).

The combat-mode discovery (pp. 9-13). Cornered, Nami frantically re-reads Usopp’s instruction-manual mid-flight: ‘What was it? Earlier… I thought I saw something in the manual! Something about…’ The page she had been reading describes only the party tricks (the pigeons-and-flowers gags of Ch. 0190). At the bottom of the page a note reads: ‘Combat mode instructions can be found on the reverse side.’ Nami flips the manual over (‘GRAAH!! That idiot!!’) and discovers the real combat documentation. Re-armed with the correct instructions and her old thief’s confidence (‘I’ve been a thief for eight years. I’ve always survived by my own wits. In any life-or-death situation… Don’t mistake me for a helpless little girl!!’, pp. 11-12), Nami goes from panicked to in-control. Doublefinger, watching her: ‘Hmm… so she’s not a total novice… when it comes to fighting.’

The three batons canonized (pp. 13-17). Per the reverse-side manual: Rule one of baton basics for combat: know the special qualities of each of the three batons. Nami tests them — the first baton creates hot air (Heat Ball!!, WMM, ‘It feels a bit warm.’); the second baton creates cold air (Cool Ball!!, COOL, ‘Nice and cool.’); the third baton creates electricity (Thunder Ball!!, ZAP, ‘I felt a little shock.’). Shaking or blowing into the batons releases air bubbles. ‘The batons are not perfected yet, but you can use them at parties.’ (the manual’s note) — Nami snaps: ‘Who cares about parties!!’

Nami’s real attacks deploy (pp. 15-19). Nami counters the Stinger Stomp with a Cyclone Tempo!! (WHOOR!!) — and the chapter then explains the mechanic via Usopp (in cut-away cameo, pp. 16-17): the Heat Ball and Cool Ball, when their bubbles collide, merge into a bigger bubble that on popping releases explosive winds (BOOOING!!) and the attack functions like a boomerang (‘Cyclone Tempo is like a boomerang and can be played with everyone after the party. Even its creator doesn’t realize it.’). Usopp’s narration also tees up the Tornado Tempo as the knockout-punch: ‘Once struck by it, no human enemy will be able to get up again… It is absolutely a weapon of last resort. You only have one shot. If you miss, it’s all over.’ Doublefinger, advancing for the kill (‘I’m sorry, but I have to end this now.’), lectures Nami: ‘Never look away until the fight is over. Mortal combat is nothing to take lightly, dear.’ (p. 18). Nami counters with the Mirage Tempo (pp. 18-19): she uses the Cool Ball to change the air’s density so that ‘drastic differences in temperature cause light to refract in unusual ways’ — producing a mirage of herself at point-blank range. Doublefinger stabs the after-image (‘A mirage?!’ / ‘At such a short distance?!’), and Nami steps out behind her: ‘Fooled you. ♥’

Resolution (pp. 18-20). Nami declares mastery: ‘I finally understand the Climate Baton!!’ / ‘I think this weapon suits me perfectly.’ / ‘Now surrender!!’ The fight closes with Doublefinger cornered and Nami in command — the navigator’s transformation into an active combatant, achieved within one chapter.

SBS — Question Corner (p. 20). Igaram-mascot heads the panel. Two questions:

  1. Reader (Takashima 192): ‘Oda Sensei, I read vol. 19 and was shocked! In the first panel on page 104, Sam is amongst the crowd that is running away! What’s he doing in Alabasta? And why is he drunk again? Please tell me!!’ Oda: confirms he forgot he’d drawn it, then invents a backstory — that was Sam’s second daughter’s wedding day. Sam’s wife left when his older daughter was eight, and he raised his daughters alone; the delinquent second daughter (who got into fights and ran away from home) was getting married, and Sam — telling himself ‘How can I not drink tonight?’ — drank and wandered until he found himself in Alabasta among the fleeing crowd.
