The seed

On the escape battleship the Marines’ fear-broadcast (Roger’s crewmate, Shanks’s blood brother, a bigger threat than Jimbei) inflates Buggy’s myth until 200+ prisoners proclaim him “the greatest leader in the world” and he openly fantasizes — “And then I’ll soon be… King of the Pirates!! …the Four Emperors!! …I’d become one of…” (pp. 10-17). The comedy is the gap: Buggy himself notes “everything they said is technically true,” yet he is “so weak.” Oda is setting up a long-range running engine — the world systematically over-rates Buggy, and the over-rating itself keeps promoting him.
