The seed

On installing Buggy as the Cross Guild’s Emperor-ranked figurehead, Mihawk (“I’d prefer a quieter life… it may not be the worst idea to have him take the spotlight”) and Crocodile (“if he becomes inconvenient, we can get rid of him at any time… let him take the brunt of the attention”) openly treat Buggy as expendable (p.14). A planted instability at the core of one of the two new Emperor-tier powers — the figurehead and the real founders have opposed interests baked in from day one.

Why this matters

The classic Oda chekhov-explicit / dialogue-from-villain seed: the antagonists state their own contingency plan aloud. The Cross Guild’s structural joke (Buggy unknowingly fronting the two real powers) is also a structural fault line — Oda has pre-loaded the betrayal/dissolution beat into the organization’s founding scene.
