Summary
In the present (pp. 2–3), Vander Decken IX and his crew scheme over the Tamate Box — a treasure said to be hidden in Ryugu Castle that can age anyone — and Decken resolves to marry Princess Shirahoshi so he can come and go from the impenetrable castle at will. The rest of the chapter is the continued Queen Otohime flashback (pp. 4–19): Otohime obtains a World Noble’s written statement approving friendship between Fish-Men and humans and rallies the kingdom to gather signatures for a petition to emigrate to the surface, presentable at the Reverie. She reveals the royal legend of a mermaid — born once every few centuries — who can communicate with the Neptunians (Sea Kings); Shirahoshi, who already summoned the Neptunians as an infant, is that mermaid, a power that could change the world or, misused, sink it. Otohime charges her three sons to grow into warriors and protect their sister with their lives. Then “the incident”: the box of signatures bursts into flame and a hidden sniper shoots Queen Otohime. Dying, she begs her people not to let hatred consume them, shields baby Shirahoshi by having the princes sing and dance (“nothing happened”), and passes wishing they will “soon look upon the real sun.”

Guided to use the power for good, “the world will change”; used maliciously it “could sink the entire world” — “a formidable power that can be utterly destructive.” She is unaware of and cannot control it (pp. 10–11).
- The trauma trigger. If anything truly traumatic happens to Shirahoshi, she “might unwittingly cause the Neptunians to run amuck” — so the princes must become brave warriors and defend her with their lives (p. 11).
- Otohime’s assassination. The signature box suddenly catches fire; in the chaos a hidden sniper shoots the queen (pp. 12–14). She is mortally wounded; the culprit is unknown.
- The Tamate Box. Vander Decken IX wants a treasure box in Ryugu Castle that can age a person, intending to marry Shirahoshi to access it (pp. 2–3).
