The seed
“Let’s promise… to make a better future!” and the kingdom-wide broadcast “we might change the destiny of the children of Fish-Man Island… for the better!!” The emigration dream — fish-men living under the sun — is explicitly framed as an inheritance to Shirahoshi and the island’s children , a promise-tell that loads the Fish-Man Island arc’s resolution.
Ch. 653 p. 15 — Otohime’s dream realized in miniature
The island’s children now want to “play heroes” and beg their parents to buy them straw hats because of Luffy — the chapter’s title beat, “The Hero Hat.” Jinbei arranges a trade shipment of “hero hats” up to the surface for them. A human has become the island children’s hero — the first crack in the inherited hatred Otohime campaigned against.
Why this matters
