The garrison is operationally live.

Confirms Nanohana is operationally a BW zone, not just background-map dressing. The port city that hosts (1) the Dance Powder Incident flashback site, (2) Spice Bean tavern (Ace appearance), (3) the Marine-arrival staging — is now also (4) the BW Billions garrison. The kingdom’s port-of-entry is operationally hostile.
