External agency — Baroque Works is outside the kingdom of Alabasta; the conquest is not an internal palace-coup but an externally-driven destabilization.
Internal collapse engineering — agents foment riots and uprisings among the citizens; the collapse is engineered to look organic.
Ideological deception of the membership — agents are told they are building a utopia / ideal country; the real mission (conquest) is concealed from the rank-and-file.
