NOT AGAIN!!?'* — a reaction that reads as having seen the *same* image (Wapol shooting down this same flag) before. Strong tell that the flag-shoot is a **repeating Wapol-cruelty motif** — pre-loads the forward-canon Hiriluk-execution flashback in which Wapol's regime tried to suppress the same pirate flag.
**Luffy holds the flag aloft from Drum Castle — *'It's unbreakable. See?'*** (pages 8-9). Luffy stands silhouetted on a high castle tower holding the bullet-riddled flag — *DO DOOM*. **Wapol attempts to *vaporize* the wounded Sanji** (page 13). Wapol orders his men: *'Mwa ha ha ha! What are you fools doing!!? Well, just watch. I'll vaporize him!!'* — turns his cannon on the prone Sanji. Chess: *'King Wapol, look out!!'* — *KA-WHAM* — Luffy's giant rubber stretched-fist arrives (*TUNKS!!*) and rescues Sanji. First on-page indication that Wapol has — or is willing to use — vaporization-tier ordnance on civilians/wounded; combined with his tin-crown / Munch-Munch-cannon motif this further establishes him as a *war-crime-tier tyrant*.

Summary

Cover-art opens the chapter (p. 1): Django’s Dance Heaven, Vol. 17 — ‘The Post-Battle Celebration’ — Django, Fullbody, and a female Marine officer clinking mugs at an outdoor cafe on the disco-island. The serial has been renamed from Dance Paradise to Dance Heaven; the post-battle register implies the prior conflict has been settled.

At Big Horn (pp. 2-4), Sanji lies broken-backed in the snow after the off-page Wapol clash. Despite his injuries he keeps repeating “I’ll carry you to the castle!!! Don’t worry!!!” / “Yes, it will!!! I’ll carry you all the way!!!” — refusing to acknowledge he cannot move. Usopp watches helplessly. Zoro arrives — “That idiot…” / “I can’t let such heroism be wasted!!!” — knocks Sanji out with a THWAK THWAK (Usopp: “Ouch! Hey, what’re you doing!?”; Sanji, woozy: “Why, you!! Why does Sanji say ‘CRAP!!! NOT AGAIN!!?’ when Wapol shoots down the flag? The phrasing reads as having seen this exact scene before. Forward-canon: the off-page Hiriluk-execution flashback in which Wapol’s regime tried to suppress the same flag. Sanji’s not-again therefore is either echoed-from-Chopper’s testimony (Sanji has been at the castle off-page in Ch. 146-147) or general Wapol-is-shooting-down-a-flag-of-the-doctor’s-people-again read.
