The seed
Chopper calls the flag “the doctor’s flag” (p. 15) and defends it: “As long as the doctor’s flag is up, I…!!!”. Sanji’s “CRAP!!! NOT AGAIN!!?” (p. 7) tells the flag-shoot-down is a Wapol-repeating-cruelty motif against Hiriluk’s legacy.

Why this matters
Three converging seeds in one chapter:
- The flag-as-promise-of-life doctrine — first on-page articulation of the pirate flag is sacred, not a joke register. Forward-canon: this is the philosophical anchor for the Enies Lobby burning-World-Government-flag declaration of war, Whitebeard’s coffin-flag at Marineford, the Heart Pirates raising the Straw Hat flag at Sabaody, and (broadly) the Straw Hat captaincy’s entire relationship to their own jolly roger.
- Dialogue-from-dead-character grammar — Luffy channels a man he has never met because the flag itself carries the meaning. Sanji’s not-again recognition and Chopper’s doctor’s flag vocabulary triangulate the dead-doctor’s continuing voice. This is the same technique used in Sanji-channeling-Zeff and Nami-channeling-Bell-mère.
- Wapol’s flag-as-joke mirror — Wapol’s contemptuous “I’d never fly a pirate flag except as a joke!!!” (p. 6) is the exact inversion of the doctrine; the chapter literally cuts between Wapol-as-joke-flag-flier and Luffy-as-promise-of-life-flag-flier. The doctrine is established by contrast.
