The chapter installs Shanks-tracks-Luffy’s-career-via-the-bounty-system parental-grammar. The Ch. 1 hat-handoff covenant (“Promise that you’ll give it back to me someday… when you’ve become a great pirate.”) is here in forward-burn phase — Shanks is following Luffy from a distance, and the 30M bounty is the first verifiable milestone of Luffy’s pirate-career that Shanks can react to.
Significance
