Summary

The Maxim’s lift-off scatters the survivors across the ruined Upper Yard. Nami, blasted off the ark, plummets screaming and is caught/landed near Sanji and Usopp, who are overjoyed she survived; she reports that the “ruins” the others were exploring lie beneath the island-cloud and that Enel took all of the gold from the Shandora ruins, urging everyone to get off the island. Aboard the rising Ark Maxim, Enel — branded “those blue sea humans!” by the watching evacuees — declares the country’s demise “will go on as planned,” boasting that the rare jet Dials he collected from his homeland Bilka keep the ship afloat without spending his electricity. Nico Robin, stranded on the vine, watches the Maxim climb toward the golden bell tower and worries the crew may be aboard. Luffy, reunited with Aisa, learns from her Mantra that Nami is on the climbing party and that Enel is going after the golden bell at the top of the Giant Jack vine — so Luffy grabs the vine and begins climbing to chase him, telling the rest to escape on the Going Merry. The Straw Hats and allies briefly reunite (Sanji, Usopp, Robin, Tony Tony Chopper, Zoro, Wyper “the guerilla,” Gan Fall “the weird knight”); Conis, Gan Fall and the White Berets (McKinley) organize the Skypiean evacuation off Angel Island, telling people to leave their belongings and get into the ocean. As the lightning clouds disperse “according to plan,” the Shandians’ hidden cloud village empties and a lone Shandian woman notes the sea has gone unnaturally quiet and “the wind stopped.” Then Enel, grinning “now… why don’t we… start the feast?”, unleashes a colossal blast — “Mamaragan!!” — that rains lightning down on the silent sea / the hidden village, ending the chapter mid-cataclysm.
