The longest cover-story of the late East Blue / early Alabasta sagas. Tracks Koby and Helmeppo as chore-boy Marine recruits at the 153rd Branch under Lieutenant Ripper, then through Morgan’s prison-transit / extradition / escape arc, then to Marine Headquarters under Garp. The cover-arc canonizes Marines-as-corrective-institution for both characters, ratchets Garp’s silhouette gradually into frame (Vol. 8 title-card mention → Vol. 10 muscular silhouette → Vol. 18 standing in human form), and ends with Garp’s “laughs as the boys fight hard” tag at Ch. 119. Pre-loads Koby’s eventual Marine-Captain promotion and the Garp-Luffy grandfather reveal.

• Ch. 83 — Vol. 1 (debut): Koby (with broom) and Helmeppo (CHORE BOY patch) framed by Lieutenant Ripper in a Marine-base corridor. First on-page evidence Helmeppo enlisted at the same branch as Koby.
• Ch. 84 — Vol. 2 “Chores, Chores, Chores!!”: Helmeppo on hands-and-knees scrubbing laundry in a MARINE tub; sword-wielding sergeant behind. The Ch. 19 rich-bully-son register is here inverted by the Marine system.
• Ch. 85 — Vol. 3 “A Rest at the Edge of the Base”: Koby, Helmeppo, and a third unnamed chore-boy on a picnic blanket eating rice-balls. Down-time / fellowship register.
• Ch. 87 — Vol. 4 “Study, Study!!”: Kaya studying at a desk with medical books — first on-page Kaya appearance since her Ch. 41 cover-story exit. Helmeppo sleeps exhausted in the background. Cross-pollinates the Syrup Village + Shells Town East-Blue clusters.
• Ch. 88 — Vol. 5 “Chore Boys Aboard Morgan’s Prison Ship!!”: Helmeppo in prison-stripes with ball-and-chain shackles aboard a Marine prison ship. Helmeppo is escorting his arrested father Morgan on the prison-ship transit.
• Ch. 89 — Vol. 6 “Work, Work, Work!!”: Helmeppo (shackled) and Koby (cleaning swords) in the ship’s storage hold beneath a DEATH PENALTY skull-and-crossbones sign. Koby’s posture reads Marine-aspirant; Helmeppo’s reads prisoner-coerced — the two roles diverge structurally.
• Ch. 90 — Vol. 7 “Chores, Cho—!!?”: Helmeppo lunging in panic on the chore-area floor; Koby with a sword and short-fringe haircut. Truncated-title comedy beat.

• Ch. 98 — Vol. 14 “A Hindrance to the Artillery Attack”: Helmeppo (in striped chore-boy uniform with 雑 zatsu/miscellaneous kanji) runs into the line of cannon-fire shouting “My friend!!” The cover-arc’s central question gets its action-tier answer: friendship is running into your own side’s cannon-fire to save the other.
• Ch. 99 — Vol. 15 “A Hindrance to the Hindrance of the Artillery Attack”: Helmeppo in cadet-stripes with bandolier of cannonballs, pistol drawn, mouth open mid-shout, being swallowed by a giant white-bone skull-whale (Davy Jones / death-personification). Nested-negation title-grammar codifies the comic chronicle-of-bureaucratic-suffering register.
• Ch. 101 — Vol. 16 “Hindering a Hindrance to the Hindrance of the Artillery Attack”: huge Morgan (axe-arm, MARINE coat) in foreground; tiny Helmeppo mid-shock; Marine warships with 正義 JUSTICE-kanji sails. The Morgan-on-the-loose loop opened in Vol. 12 begins closing.

• Ch. 110 — Vol. 20 (numbering-correction / re-issue?) “Five Seconds Before Garp’s Announcement”: top-down view of Koby (Chore Boy kerchief) and Helmeppo (in JUSTICE-kanji trainee coat) scrubbing the wood-plank floor. Notes

• The cover-arc launched the Marines-as-corrective-institution premise that pays off across the entire later series — most notably at Marineford (Ch. 550+) where Koby returns as a Marine and shouts his pacifist-pivot.
• Vol numbering is irregular (a Vol. 20 appears at both Ch. 106 and Ch. 110 per chapter-note prose — likely a renumbering or re-issue).
• The 正義 (JUSTICE) kanji-coat first deployed in Vol. 13 (Ch. 97) becomes the standard for every named Marine officer (Akainu, Aokiji, Kizaru, Smoker) from Loguetown onward.
• Garp is named in the cover-arc before he is named anywhere else in the series — the cover-story is structurally the first Garp evidence in the vault.
