The Going Merry sails up a river into Whisky Peak, where dozens of cactus-shaped buildings (each a giant green cactus-dome with hanging round lights) form a town. **The entire town greets the Straw Hats with raucous cheers** (*RAAAAH!! / WELCOME PIRATES!! / WELCOME TO OUR TOWN! / HURRAY FOR THE HEROES OF THE SEA! / PIRATES ARE HEROES TO THESE PEOPLE!*). Sanji: *'There are lots of cute girls here, too!'* Luffy: *'They're welcoming us!'* The chapter installs the **Whisky-Peak-welcome-is-a-trap** composition — the **first arc in the series where the antagonist faction's strategy is *be exceedingly friendly to the pirates*** (cf. all prior antagonists who attacked openly: Buggy, Kuro, Krieg, Arlong). Summary

The Going Merry, having set out from the Twin Capes at the foot of Reverse Mountain on Crocus’s advice, heads straight for Whisky Peak — and immediately hits Grand-Line weather chaos: snow squall, thunderstorm, sudden calm, fog, an iceberg, gale-force winds, and a sail-tearing storm in rapid sequence (pages 2-7). Nami, frantic at the wheel, articulates the chapter’s first major doctrine: “It’s just like Crocus said. The weather here defies logic!!” and “The only thing you can count on is the Log Pose!” When she takes her eyes off the pose for one second, the ship somehow turns 180 degrees — the classical-navigation skillset is useless here.

After a chaotic sail, the chapter cuts to a peaceful calm (page 8) — and on the deck, two strangers are revealed (page 9-10): a slim crown-hatted oddball with a giant red-lipstick mouth who introduces himself as Mr. 9, and a blue-haired young woman in a heart-pattern top who introduces herself as Ms. Wednesday. They thank the crew for the ride and casually dive off the ship to swim back to land (“Bye-bye, baby!”). Zoro flags the first crack in the surface: “Hmm. You two look like you’re up to something.” / “Seems like I’ve heard them somewhere before… or maybe not!” The Mr.-Number / Ms.-Day-of-Week codename-pair is installed without naming the parent organization.

Nami delivers the chapter’s second major doctrine in a DOOM-tier panel (page 11): “My navigation skills are useless here!! And I know how the Grand Line got its reputation!” — the navigator-out-of-her-depth tier-reset.

The Merry sails up the river into the island and arrives at Cactus Island“It’s an island… of giant cactuses!!” (page 12, wide-establishing) — the first Grand-Line island visited by the Straw Hats. Nami explains the Log Pose’s per-island variable recording-time mechanic: each island writes its own magnetic field into the pose, but the dwell-time varies (page 14). Sanji feels something off: “I think I’m coming down with ‘better not visit this island’ fever” (page 15). The crew sails up-river anyway.

In the mist, voices: “Pirates are here!!” — but it’s not an attack. ”…To the town of celebration — Whisky Peak!!” The entire town turns out to cheer the Straw Hats (pages 16-17, RAAAAAH!! / WELCOME PIRATES!! / HURRAY FOR THE HEROES OF THE SEA!). Sanji is delighted by the cute girls; Luffy is delighted by the cheers; the crew is welcomed as heroes.

A tall bald man with a swirly pince-nez and a wind-instrument in his hand approaches, playing musical interjections between sentences (AHEM!♪ / MI-MI-MI♪). He introduces himself with a full label-panel splash (page 18): IGARAPPOI, MAYOR OF WHISKY PEAK. “This is Whisky Peak, a bustling town of ale brewing and music. We pride ourselves on our hospitality. … Would you be so kind as to join a celebration in your honor!?” Nami asks the chapter’s load-bearing closing question (page 19): “Say, how long will it take to log this island?” — but Igarappoi waves it off (“Please set aside such trivial matters! Rest from your travels!”) and the chapter closes on the celebration at sunset (LET’S CELEBRATE!!! / WA HA HA HA HA HA… — silhouetted Whisky Peak skyline, sun setting between the giant cactus-domes).

The chapter’s trap-disguised-as-welcome composition is fully assembled: a label-panel-introduced mayor running an exceedingly-friendly town that has no apparent reason to be friendly to pirates, where two odd Number/Day-of-Week stowaways were already mid-mission against the crew. The Whisky-Peak-is-not-what-it-seems read is reader-side; in-text, the chapter ends with the Straw Hats happily walking into the trap.
