Senior surviving officer of the 153rd Naval Branch following Morgan’s defeat in Ch. 6. The first honourable but institution-bound Marine the series depicts — the moral middle between Morgan’s open tyranny and the corrupt Marines that recur throughout East Blue. Acknowledges that Luffy and Zoro saved the town, but cannot shelter pirates: “You gentlemen are pirates… we can’t shelter pirates.” (Ch. 7 p. 8-9).

- Cover composition (page 1): Lt. Ripper standing centre-back behind/between Koby and Helmeppo, dark uniform, arms folded, watching the two Chore Boys work. The 153rd Branch lieutenant is confirmed as the supervisor of both enlisted recruits.
- Confirms his post-Ch. 7 standing as Branch 153 commanding officer (or at least Koby/Helmeppo’s direct supervisor).
Romance Dawn — Shells Town (Ch. 7)
- First named/featured appearance (p. 8). Polite but firm; expels Luffy and Zoro from town with thanks for their service.
- Accepts Koby’s Navy enlistment pending background check (p. 16): “Pirates have been known to plant spies in the Navy.” Establishes the screening rule that Zoro had flagged on p. 7.
- Reflexively salutes Luffy’s departing ship along with his entire detachment after Koby’s “Cap’n Luffy” salute (p. 19) — then docks them all a week’s dinner: “As punishment, we won’t get any dinner for one week! Now, it’s against regulations to salute pirates like we just did.” (p. 20). First on-page Marine officer to participate in a moral-honour gesture toward a pirate; first example of the “rule-following Marine who knows the rules are wrong” archetype.
