Why this matters

The Bullet etymology is velocity-codedBullet implies piercing (penetration via velocity), as opposed to Pistol which implies strike (impact). Ch. 63 operationalizes the Ch. 18 Rubber Cannot Withstand Blades velocity-and-precision sub-axis: when the rubber-attacker’s outgoing velocity exceeds the bladed-defender’s incoming cut-velocity, the rubber wins the velocity-trade. The Bullet is the first Gum-Gum technique whose etymology is explicitly velocity-coded.

Forward-payoff: Bullet recurs at escalating gear-tiers (Jet Bullet at Enies Lobby in Gear 2, etc.). The Ch. 63 instance is the base-tier template.
