Why this matters
First on-page explicit territorial-conquest ambition for Arlong. The chapter pivots Arlong from local-extortionist to would-be East Blue ruler. The tribute system is start-up capital for fishman-conquest of the entire East Blue ocean.
The doctrine pairs with the Lords of All Creation axiom from the same chapter: Arlong’s empire is the operational expression of the racial-supremacist axiom. The fishmen claim cosmic-supremacy; Arlong’s empire is the means to operationalize that supremacy at saga-scale.
