Spandam debuts (Ch. 355, p. 4) captioned “Cipher Pol No. 5, Chief Officer,” running the same Ancient-Weapon-blueprint hunt against Tom’s Workers that the present-day CP9 runs against Iceberg / Franky. Per the batch reconcile, this CP5 Spandam IS the present-day CP9 Director — the same man earlier in his Cipher-Pol career (the grudge continuity pays off forward: young Cutty Flam smashes his face ~0357; the present-day Director holds a years-long grudge against Cutty Flam ~0358).
Why it’s a seed (not yet resolved)
At Ch. 355 the through-line is implied, not stated — the chapter only shows Spandam as “CP5 Chief Officer” without naming his present-day CP9-Director role. The reveal that he is the through-line of a single, persistent government vendetta against Water Seven’s shipwrights (and against the Pluton blueprints) reframes the entire present-day Water Seven / Enies Lobby conflict as the continuation of the same man’s ~14-year-old operation. Payoff is forward of this chapter. Kept status: pending.
