Summary
As Zou convulses and the mink city collapses, Luffy and Momonosuke alone hear a desperate “voice” begging “if you are there… give me the order!!!” — the loudest voice Luffy has ever heard. The crisis is an attack: Jack’s five-ship fleet is bombarding the great elephant’s left front leg from the sea, his men mocking the “feeble old geezer” and planning to tear it open and bring it to its knees. A mink reveals that Gol D. Roger and Lord Oden heard the very same voice when they visited Zou, yet none could converse with it. Momonosuke realizes the source IS Zunisha itself: long ago the elephant committed a crime and has only been allowed to walk ever since, acting solely on orders — it needs permission to fight back. Urged by Luffy, Momonosuke shouts the order: “Drive Jack away!! Don’t give up, Zou!!” Zunisha answers — “UNDERSTOOD.” — raises its trunk, and with a single colossal swing annihilates Jack’s fleet into the sea. The minks, stunned that Zunisha has a will and can communicate, conclude the island is no longer safe. The chapter cuts to an island in the New World, where Kaido’s subordinates report their connection with Jack cut out abruptly while he was at sea.

- Zunisha is sentient and speaks. The “voice” plaguing the cast is the world-elephant Zunisha itself; it has a will of its own and can communicate (p. 10).
- Zunisha is under sentence. “Long ago, the elephant committed a crime, and ever since… it has only been allowed to walk.” It follows orders and cannot fight without permission — “I just need permission this once!!!” (p. 10–11).
- The Kozuki line can hear it. Momonosuke receives Zunisha’s thoughts directly (“it just flows right into my mind!! I’m scared!!”, p. 9); Luffy also hears the voice — “the loudest voice I’ve heard yet” (p. 4, 8).
- Roger and Oden heard it too. Gol D. Roger and Lord Oden “said the same thing when they visited this place” — both heard the great voice but couldn’t hold a conversation with it (p. 8).
