Profile

Captain of the White Berets (the White Beret Force), Skypiea’s police.

Arc-by-arc updates

Skypiea — herding the citizens (Ch. 296)

  • Marches the terrified Skypiean citizens toward the collapse zone as Conis begs him to stop (pp. 10–11).

Skypiea (Ch. 293)

  • During the evacuation, told to handle the many injured: “Captain McKinley! We’ve got a lot of injured people here!!” / “Just get them onto the ships! You’ll have to treat them there!!” (p. 11).

Skypiea — White Beret evacuation (Ch. 285)

  • As a White Beret officer, helps run the Skypiean evacuation off Angel Island (a Dial used to cut an escape river; “leave your belongings behind”), pages 14-15, 17. (Inference where unnamed in panel — the White Berets are the on-page evacuation organizers; confirm against parallel readers’ McKinley notes.)

Skypiea — Luffy vs Enel (Ch. 279)

  • As White Berets captain, organizes the island-wide evacuation to the Blue Sea / Cloud’s End ahead of Enel’s deadline (pp. 2-4).
  • Confesses shame for having enforced submission to Enel out of fear (p. 5); a turn from antagonist-enforcer toward protecting the islanders.
  • Resolves to return for the Blue-Sea people who don’t know how to escape — “They are my friends” (p. 5).
  • Names his fear of “a repeat of what happened at Bilka” (p. 3) — Enel’s destroyed home sky island (first on-page mention; first_mentioned 0279). The World-Building/Bilka note is minted later (by 0283).
  • (RECURRING — only last_appearance advances to Ch. 279.)

Skypiea (Ch. 278)

  • As White Beret captain, directs the crowd against Conis: “She has defied the Kami! She’s a criminal!” (p. 7); orders her capture as a “blasphemer” (pp. 5, 7).

Skypiea — fugitive broadcast (Ch. 276)

  • As Captain of the White Berets, McKinley is the contact point for the island-wide alert declaring Pagaya, Conis, and ex-Kami Gan Fall fugitives “in the name of Kami Enel” (pages 18-19). “We, the White Berets, will protect Skypiea’s peace.”

Skypiea (Ch. 241)

Skypiea (Ch. 242)

  • Captain McKinley of the White Beret Force confronts the Straw Hats on Angel Island, presents the Heaven’s-Gate inspector’s (Amazon) Vision-Dial photo as proof of trespass, and walks the crew up the offense ladder (Class-11 → Class-9 stolen waver → Class-5 official-assault). See Skypiea Criminal-Offense Statute and Exile to the Clouds.
  • Offers the ten-times penalty to wipe their record (70 billion extols = 7 million berries); the crew refuses.
  • After Luffy slams the waver into his face, declares the crew exiled to the clouds “in the name of Kami Enel” — i.e. dropped onto an island cloud to die.
  • His patrol is routed by Luffy; warns (defeated, page 18) that the kami’s vassals in the Upper Yard “won’t be so gentle.”

Etymology

マッキンリー (Makkinrī) is most likely named after Mount McKinley — officially named so throughout most of One Piece’s publication, since renamed Denali — generally acknowledged as the tallest mountain in North America. A height/altitude motif is apt for an officer of a sky island, and the Japanese Alpine Club’s long association with the peak makes it a recognizable name in Japan. Confidence medium: a Wiki-attributed inference, not SBS-confirmed. Sources: One Piece Wiki — McKinley (Trivia).
