The name encodes Big Mom's dream of one utopia housing every race without discrimination. Big Mom’s emperor-territory, named on-page Ch. 827 (the chapter title). “The total of all lands” — a stretch of New World sea comprising 35 islands: Whole Cake Island (the central seat) plus 34 others, each governed by one of 34 different ministers (e.g. Minister of Chocolate, Minister of Candy, Minister of Biscuits). Founded on Big Mom’s dream of a nation where all the peoples of the world live together without discrimination — humans, minks, and “all races” coexist there (p. 5).
