Summary

At the Officer’s Tower of the Excavation Labor Camp in Udon, the wardens discover the key to the sea-prism-stone cuffs has been stolen — the thief is the disguised ninja Raizo, who has acquired it to free Luffy and now waits in the rafters for the right moment. On the excavation floor, the cuffed Luffy openly defies the wardens, kicking Vice Warden Daifugo and weathering a blast from Chief Warden Babanuki’s Elephant SMILE; he insists the sea-prism stone is training and that he’ll be stronger when the cuffs come off, lamenting only that he can’t use Haki. The All-Star Queen arrives at the camp; warden Babanuki nervously reports his “top three worries” — the stolen key, Eustass Kidd’s escape, and Luffy escaping “as we speak.” Elsewhere, in Ebisu Town the perpetually-laughing townsfolk note that “Black-Leg” raced off chasing a stolen sword; and in a Flower Capital bathhouse Robin, Nami and the kunoichi Shinobu discuss recruiting samurai — only ~500 of a needed 5,000 — and the legend of Hyogoro the Flower, the great yakuza boss young Oden admired. Shinobu reveals she once served the Oniwabanshu under Fukurokuju, who betrayed the Kozuki for Orochi. Back in Udon, the starving old prisoner beside Luffy is Hyogoro — and at the chapter’s end, the imprisoned Kawamatsu recognizes Raizo, asking if Lord Momonosuke is alive.
