Luffy was “brought here against [his] will” to Elbaf’s Underworld and emerged (“flew up from the Underworld”) having met a flame/smoke-shrouded figure who extracted a vow of secrecy (Ch. 1132 p.9): “Don’t tell anyone about meeting me, or our little promise. You got that, Luffy?!!” WHO the figure is has since been confirmed. WHAT the “little promise” actually entails has not.

Partially resolved — the figure’s identity is settled; the promise’s exact terms are not.
WHO, resolved: the flame/smoke-shrouded figure is Prince Loki. Ch. 1130 shows Loki chained beneath Elbaf and self-naming (“LOKI!!!”), two chapters before the Underworld encounter, in that same setting. Ch. 1136’s own “Payoffs” section states it directly: “The chained giant prince Loki in Elbaf’s Underworld… is the entity behind the Ch. 1132 ‘flame-shrouded figure / our little promise’ setup.” That chapter note already carried an explicit [!confirmed] tag on this beat — this Thread simply never propagated the confirmation into its own status until now.
Still open: the exact content of “our little promise.” Ch. 1145 makes a surface bargain explicit (unlock Loki’s last chain, he tells Luffy where Shanks is), and Ch. 1143 p.16 (“I had business with Loki too”) plausibly refers back to it — but the Ch. 1132 p.9 wording itself is never re-stated on-page through Ch. 1177. Whether the Shanks-intel bargain IS the “little promise,” or the promise was something else entirely, remains unconfirmed.
