- TOM'S TRIAL is shown on-page: the World Government convicts him 'for the crime of building the Pirate King's ship!!!' and sentences him to death — 'Death is the only fitting punishment' — establishing that building Gold Roger's ship is the crime he is executed for (pp. 2-3).
- TOM PROPOSES THE SEA TRAIN as his redemption / commutation plea: a 'steam engine paddleship that will run BOOM! across the ocean on rails' which will 'save Water Seven', open trade, and lift the dying island's spirits (pp. 3-6). This is the on-page origin of the Sea Train as a project conceived by Tom himself at his own trial.

Summary
A flashback chapter. Continuing from Ch. 353, the World Government tries the legendary shipwright Tom “for the crime of building the Pirate King’s ship,” and the judge declares death the only fitting punishment. Tom counters with a redemption plea: he is designing a steam paddleship that runs on rails across the ocean — the Sea Train — that will save the dying city of Water Seven by reopening trade. He explains its mechanics (riding submerged “ocean rails,” a fish-repelling sound mechanism) and the route linking Water Seven to St. Poplar, Pucci and San Faldo; the judge asks whether it can reach Enies Lobby too, and Tom says he can. Asked how long it will take, Tom answers “Ten” — and the court grants a ten-year stay of execution to let him finish. The flashback then shows the years of construction: young Franky (a foul-mouthed orphan Tom took in from Scrap Heap Island after his pirate parents threw him overboard) and Iceberg grow as Tom’s two apprentices; Yokozuna and Kokoro are part of Tom’s Workers. Ten years on, the island still suffers — lost ships, the sinking ground, a rival company president’s attempted suicide — but at last the Sea Train, the Puffing Tom, is completed, the people board, and it crosses the ocean. A closing caption fixes the maiden crossing at “12 years ago.”

Open questions raised
- The chapter spans two distinct dates — Roger executed “the other day” (the trial era, ~22 years ago per Ch. 353) and the Sea Train’s completion “12 years ago.” What happened in the intervening years between the train’s completion and Tom’s eventual fate is not yet shown.
- The trial grants only a stay of execution. The flashback ends on triumph; the sentence is still outstanding — how (and whether) it is finally carried out remains for later flashback chapters.
- The Pluton blueprints are not named or shown this chapter; how Tom’s lineage comes to hold them is still untold here.
