Summary
At the ruins of Oden Castle in Kuri, Kin’emon lays out the war plan: Kaido’s base is the island of Onigashima, visible from shore but reachable only by sea, so even within Wano the allies must cross water. The strike will fall on the day of the Fire Festival, when Shogun Orochi leads his procession and the magistrates and Animal Kingdom Pirates feast and drink themselves senseless. Kin’emon assigns Wano cover-roles to the Straw Hats (Orobi-the-geisha Robin near Orochi, Franosuke spying for Kaido’s-mansion plans, kunoichi Nami, cook Sanji, Brook on supply), distributes the rebellion’s secret meeting-symbol via flyers (two birds on fire over a pit-viper habu plus a reversed crescent moon; allies bear a crescent mark on the left foot), and summons the veteran kunoichi Shinobu. He names three still-living Oden retainers who must be found — Kawamatsu, Denjiro, and Ashura Doji — “the strength of a hundred.” Meanwhile in Okobore Town, the Atamayama Thieves Brigade under Shutenmaru robs the food Luffy (“Luffytaro”) had given the starving townsfolk; Jack, recovered from Zou and sent by Kaido to recruit the thief boss, crashes in and the two clash at a brutal high level. The fight is cut short when a storm boils up in the sky: a gigantic dragon descends over Kuri, booming a command and ordering Jack to obey. Law, watching with Luffy, names it: “That’s Kaido.”
New reveals
- Kaido’s on-page debut. Closing splash: a colossal Eastern dragon in the sky over Kuri — Kaido’s first true appearance in the series, confirmed by Law: “That’s Kaido.” (Drunk, wreathed in storm-cloud; his human form is not yet shown, and his fruit is unnamed on-page.)
- The raid plan made concrete. The blow lands on the Fire Festival; the rendezvous is the “twilight second hour of the bird” at Habu Port; allies coordinate via flyers stamped with the rebellion symbol.
- The rebellion’s secret symbol is spelled out: two birds on fire over a pit-viper habu, plus the reversed crescent moon = the mark of rebellion; the people of Wano will read it.
- Three sought retainers named: Kawamatsu, Denjiro, Ashura Doji — former servants of Lord Oden, believed alive, each worth “the strength of a hundred.”
- Shinobu, a veteran kunoichi and old comrade of Kin’emon, answers the call (specialty: the Seduction Jutsu).
- Jack is back — fully recovered after his defeat at Zou — operating as Kaido’s recruiter/enforcer; he confirms Kaido wants Shutenmaru as a subordinate.
- Shutenmaru shown on-page for the first time (named @0916–0917): an oni-masked, horned thief chief riding a giant boar, who steals even from the starving and mourns that “Wano is finished… there ain’t no real men left in this land.”

Open questions raised
- Whose “children” does Kaido’s dragon-voice command Jack to bring “to me at once”? (Drunken rambling, or a specific order?)
- Where are Kawamatsu, Denjiro, and Ashura Doji now — and will all nine retainers gather in time?
- How will Jack’s clash with Shutenmaru resolve once Kaido has summoned him away?
- What is the nature of Kaido’s dragon form (transformation vs. true form)? (Fruit unnamed on-page.)
