Summary

As Pica’s reshaping of Dressrosa connects the underground to the surface, a flood of people — civilians, soldiers, agents, and pirates who had been turned into toys and erased — pours out from beneath the Corrida Colosseum, weeping with rage at the years stolen from them. Naval HQ Vice Admiral Maynard reports the whole catastrophe to Bastille, who upbraids him for infiltrating the tournament; meanwhile, an undercover operative photographs the Underground Trading Port, where traders from the Kingdom of Biggscholts (and other nations) ship contraband disguised as pirate vessels (see Underworld). Fujitora, facing the citizens’ fury, refuses to use Absolute Justice to arrest Doflamingo and asks aloud whether the World Government “thinks itself to be God.” At the new royal palace on Flower Hill, Doflamingo’s officers (Trebol, Baby 5, Lao G) reel from Sugar’s defeat and the loss of the Flame-Flame Fruit to a Revolutionary; Doflamingo coldly recounts that he killed his father at ten and lost his mother at eight, naming his officers the only family he has — then Pica rises, a colossus revealed as the Donquixote Family’s “Supreme Officer,” comically undercut by a screechingly high voice he will kill anyone for mocking. Doflamingo casts the whole island as a king-making “election” pitting the people against each other. Across the city, Luffy (still cuffed to Law), Zoro, Nico Robin, Sabo, and Franky are hunted by the star-ranked crowd and the Donquixote officers (Machvise’s “Ten-Ton Vise,” Baby 5’s “Pistol High-Heel,” an inflate-and-burst officer); Sabo hangs back to cover the retreat as Fujitora’s gravity bats away the gunfire.
