Summary

With the Birdcage sealing Dressrosa from the outside world, Doflamingo broadcasts the rules of his survival game: no one can escape, no signal can reach the outside, and those trapped inside will turn on one another. Below, the SMILE factory has erupted to the surface, and the underground’s toys-turned-people and the Tontatta dwarves stream upward to escape — thanking “God Usopp,” the sniper who shot Sugar. Sugar’s defeat reverses her erasure: the living toys revert to humans and the whole nation’s stolen memories return, so the citizens at last understand that the Riku royal army was never the villain of the night ten years ago — they were victims, “just like… by Doflamingo!!!” To drown that realization in chaos, Doflamingo posts a hit-list of twelve “true convicts of Dressrosa,” each star worth ¥100 million, and the panicked, greed-maddened crowd turns on the Straw Hat/Heart alliance and the Riku family. Luffy tells Rebecca over the line that the one-legged soldier, now human again, is her father — Kyros, the coliseum’s forgotten gladiator. Law warns Luffy that crushing Doflamingo now scraps their plan to let him clash with Kaido and instead aims a furious Emperor at them; Luffy refuses to stop and dives off the royal plateau straight for Doflamingo.

• The Birdcage manhunt. Doflamingo declares twelve “true convicts of Dressrosa” and brands them with stars worth ¥100M each; whoever brings them down (alive is enough — “he didn’t say we had to kill them”) collects, and the trapped, panicking citizens become his hunting mob.
• Memory restoration. Sugar’s defeat (off-page) reverts the toys to people and undoes the nation-wide amnesia. Citizens recover the truth of “the horrible night ten years ago” — King Riku and the royal army were controlled, not guilty — “Now… now I finally understand!!”
• Rebecca = Riku’s granddaughter; Violet = Princess Viola. The wanted captions out the Riku bloodline: Rebecca is “Riku’s G.Daughter,” Violet is the “Former Princess of Dressrosa,” and citizens gasp that “Violet from the family… was Princess Viola?!”
• King Riku is alive. Riku Doldo III, “Former King of Dressrosa,” appears on the board — “King Riku is still alive…?!”
• The toy soldier is Kyros, Rebecca’s father. Luffy identifies the now-human one-legged soldier as “the statue guy from the coliseum” and tells Rebecca “…is your dad!!!” The flashback shows the soldier’s devotion and his regret: “I’m sorry I couldn’t give you that flame-flame fruit you wanted!”
• Law’s strategic dilemma. “The plan was to leave Doflamingo alive so he would wind up clashing with Kaido.” If they take Doflamingo down now, “Kaido’s rage at losing his SMILE fruit… will be turned on us instead!! We’ll be up against a furious Emperor!!!”
• Sabo publicly outed as “Revolutionary Army Chief of Staff” on the board; Law captioned “Seven Warlords (for now).” Usopp’s bounty is the absurd top prize — five stars / ¥500M.
