Why this matters

First on-page articulation of the structural Warlord-Marine-suppression-immunity doctrine. The Seven Warlords of the Sea were named on-page back in Ch. 0050+ as Pirates pardoned by the WG, but their operational impunity — the World Government will never stick the Navy on me — is canonized face-on for the first time here.

Crocodile uses the doctrine in two operational moves:

1. Frames Smoker’s investigation as structurally illegal — Smoker is on Crocodile’s territory on his own authority, which (Crocodile correctly reads) means the WG didn’t send him, which means Smoker is operating outside the chain of command (= insubordination — see Smoker Insubordinate Grand Line Pursuit).
2. Plans to lie to the WG about Smoker’s death — I’ll tell the government that you died bravely — pre-loads the Warlord-as-information-bottleneck doctrine: the WG only knows what the Warlord chooses to report from their territory.

The doctrine pre-loads every later Warlord-evades-Marine beat:

• Doflamingo (Dressrosa autonomy — the WG can’t move on me without breaking the system)
• Moriah (Thriller Bark immunity — Marines don’t pursue him through the Florian Triangle)
• Blackbeard (uses his Warlord-tier to enter Impel Down — the WG trusts me enough to let me visit the prison)
• Mihawk (monastery isolation — WG-tolerated)
• Hancock (Amazon Lily — WG-permitted exclusion of male visitors)
• Forward-canon Buggy (Cross Guild — exploits the Warlord-system’s bounty-collection grammar)

Why this is load-bearing

This single doctrine is the structural justification for the entire Alabasta arc — Crocodile can run a coup d’état on a WG-allied kingdom because the WG will never stick the Navy on him. Vivi has to go to the Strawhats (pirates outside the WG chain of command) precisely because no Marine action can reach Crocodile. The Ch. 0169 articulation makes the structural-impunity grammar explicit; pre-arcs ran on it implicitly.

The doctrine cracks at the end of the arc (Crocodile is defeated, Warlord-tier stripped) — pre-loads the eventual Warlord system abolition in Levely-arc forward-canon.
