Why this matters
- Crocodile’s civil-war is structurally engineered as an impossibility-of-peace event. The two leaders of the children-of-the-leaders generation (Vivi as princess + Koza as rebel-leader) are old friends — and if they meet in person, the war can be talked out. Crocodile’s strategic recognition that this is true, and his decision to prevent it via false-flag + impersonation-chase, is the chapter’s anchor doctrine.
- Forward-canon (Alabasta arc-resolution): Vivi and Koza eventually meet at the rebellion’s collapse-point, and the de-escalation that Crocodile feared happens. The doctrine is structurally framed as the thing Crocodile is preventing, and its payoff is the thing Crocodile fails to prevent.
