The seed

The Sables Crocodile generates as a battlefield attack on Luffy (Ch. 178 p. 14) is then redirected toward Rainbase market (pp. 15-16) — civilians panic in the marketplace as the storm approaches — and then toward Yuba (pp. 17-18). The villain’s combat-power and his civilian-collateral attacks are the same mechanic, deployed without distinction.

The payoff

(Forward-canon — pre-loads the Crocodile-tyrant-collateral doctrine — the people he “rules” are disposable to his fights — which becomes the explicit reason Vivi/Cobra/Pell/Chaka are positioned as the real protectors of Alabasta.)

Why this matters

The villain’s Guardian Deity of Alabasta cover (Ch. 0155) is here operationally inverted: he attacks Rainbase civilians while his fight with Luffy continues. The doctrine that Crocodile’s people are disposable is here lived out in the streets of his own headquarters city. Pre-loads the moral-asymmetry that the arc resolves with the Cobra-Vivi-Royal-Guard-as-real-protectors structural pivot.
