Summary

Descending toward Fish-Man Island, the Straw Hats are blocked by a group of the New Fish-Man Pirates and a giant sea-king (“Sea Lion”) who demand they “work for” the crew; Luffy refuses, branding them enemies of all fish-men (p. 2). Franky readies a Coup de Burst to break past, but the Sea Lion bites the Sunny and tears off its bubble coating (pp. 3-5). Seawater floods in, the four Devil-Fruit users sink helplessly, and the crew is scattered in the deep current (pp. 6-7). The fish-men assume the humans drowned and resolve to return to Noah to tell their boss that “the one who crushed Arlong’s ambitions” has arrived (p. 8). On the Fish-Man Island seafloor, mermaids revive the unconscious Luffy, Usopp, and Chopper — they were saved and brought to the home of Camie (pp. 9-10). Camie shows them the Mermaid Inlet (Mermaid Café, female dormitory — Sanji’s peril), the Sea Turtle Elevator, coral apartments, the Water Road, and the rich Fishverly Hills where Pappag keeps a mansion as a famous designer (pp. 11-14). Surfacing into a bay full of mermaids, the trio weeps at the fairy-tale paradise — Sanji mistakenly cries that he’s “finally found the All Blue” (pp. 15-16). At Noah, in the deep-sea Fish-Man District, the New Fish-Man Pirates’ shadowed boss hears that Straw Hat Luffy is here and orders: “Bring him… to me” (p. 17).
