The seed
At Navy HQ the Marines invoke “Golden Lion, the pirate that could fly,” as the sole prisoner ever to escape the “escape-proof” Impel Down — 20 years ago (Ch. 530 pp. 5-6). Naming a powerful, never-shown pirate with a singular flying feat and an unmatched prison-break record is a Chekhov-explicit seed: the prison’s invincibility is established precisely so it can be broken, and the only man who beat it is flagged for later relevance.

Why this matters
Classic Oda establish-the-fortress-so-it-can-fall: the “escape-proof” prison is introduced alongside the single exception (Golden Lion) at the very chapter Luffy breaks in. Naming a powerful off-page pirate by an epithet + a singular feat (flight) is a Chekhov-explicit flag that he will matter later.
