The trigger is the same act Oden's dying creed names: tearing down Wano's walls / opening the borders (Sukiyaki @1055 reframes 'open the borders' as also meaning 'retrieve Pluton'). Robin carries the secret off-island (@1056 'I gotta let a certain someone know') as the conduit that re-injects Pluton into the world plot.
