The seed
Kozuki Sukiyaki Kotetsu Luffy : “I too have been awaiting someone for a very long time ,” and that he “cannot visit the town for reasons of my own .” His wait mirrors Otama ’s wait for Ace and hints he is more than a village blacksmith — plausibly connected to the Kozuki cause or Oden’s heirs.
The payoff
Hitetsu reveals himself as Kozuki Sukiyaki Kozuki cause; his long wait was for the new generation to inherit the era (“this era is yours to build”, p.7). Seed paid off in-window.

Why this matters
A dialogue + negative-space seed: Oda has a minor introduced character drop an unexplained “awaiting someone” line and an unexplained reason he must avoid town — the kind of withheld-detail tell that flags a character as load-bearing for a later reveal.
