Summary

Rumor electrifies the Flower Capital: two phantoms stalk the city — the Robin-Hood thief Ushimitsu Kozo, who robs the rich for the poor and leaves a reverse crescent moon (the Kozuki crest), and the scythe-wielding assassin Hitokiri Kamazo — and the people whisper that the Kozuki clan has returned. A weapons merchant works the stirred crowd while the narration recaps that Orochi outlawed every dojo and all combat training, and reserved katana for samurai, to crush any organized uprising. Disguised as the “newbie kunoichi” Onami, Nami infiltrates a teahouse arms-order meeting with the loud, pointed-object-phobic kunoichi Shinobu; spotted, they flee on Shinobu’s Ninpo: Great Kite, escaping with the date and port of an incoming Beasts-Pirates weapons shipment to steal. In the Capital, Sanji runs a wildly popular soba cart as “Sangoro,” drawing the notice of local yakuza. The scene shifts to Udon, an excavation labor camp and weapons factory, where prisoners haul stone for one millet dumpling per five blocks.
