Chapter 242: Class-2 Criminals

Summary

On Angel Island, Captain McKinley and the White Berets (Skypiea Police) finally confront the Straw Hats — beginning with the now-running comedy of finding the off-island men face-down and crawling in the sand (page 2–3, “Why were they all crawling?”). McKinley produces a Vision-Dial photo taken by the inspector at Heaven’s Gate (the old-lady hunter, Amazon) as proof the crew entered illegally, and lays out Skypiea’s law: trespassing without paying the entry fee is a Class-11 offense, payable as a fine. He offers them a way out — pay ten times the entry fee and become legal tourists with a clean record: 70 billion extols total, 10 billion each (pages 4–7). The crew has no idea what that is in money until Robin does the conversion: 10,000 extols = 1 berry, so 70 billion extols = 7 million berries (and the original fee was only 700,000 berries) — a “fortune” the broke crew refuses to pay (pages 6–7). The negotiation collapses when Nami’s restored waver is spotted: damaging sky-island property is Class-10, and because “Blue Sea people don’t have wavers,” possessing it is presumed theft — a Class-9 offense (page 8). Luffy, fed up, rockets the waver straight into McKinley’s face (“ARE YOU CRAZY?!”) — an attack on a government official, a Class-5 offense (pages 9–10). McKinley, in the name of Kami Enel, declares the crew exiled to the clouds — dropped onto an island cloud with no escape — which Luffy cheerfully misreads as “that sounds kinda nice” (pages 9–11). Robin notes this is how the 200-year-old galleon (the one that fell from the sky) and its crew were punished (page 10). The White Berets open fire (Milky Arrows), Conis begs the crew to run, and the Straw Hats — protecting the panicking Conis — rout the entire patrol: Luffy uses his Gum-Gum stretch and the waver’s wind-dial boost to wreck them, finishing with a fireworks-blast flurry of attacks (pages 11–17). With the White Berets beaten and the crew freshly branded “Class-2 Criminals,” the routed officers laugh that they should have surrendered quietly — and warn that the kami’s vassals in the Upper Yard “won’t be so gentle” (pages 16–18). The crew, characteristically, takes the threat as an invitation.

• Extol-to-berry exchange rate canonized: “There are 10,000 extols to one berry” (Robin, page 6). The 70-billion-extol penalty therefore equals 7,000,000 berries; the original entry fee of 7 billion extols would have been 700,000 berries (pages 6–7). First on-page currency conversion between the Sky Island and Blue Sea economies.
• The White Berets are the kami’s law officers (“we White Berets serve the Kami’s vassals,” page 7; “the friendliest law officers you’ll find in Godland,” page 17). Their authority derives from Enel’s regime, not a secular state.
• The inspector at Heaven’s Gate documented the crew with a Vision Dial. McKinley: “the inspector at Heaven’s Gate… sent us this picture she took with a Vision Dial” (page 4) — paying off the Vision-Dial type named in Ch. 240 by showing it used as a surveillance/evidence tool. The inspector is the old-lady hunter (Amazon).
• Skypiea’s tiered criminal code is shown explicitly (pages 4–11): trespassing = Class-11 (finable); damaging sky-island property = Class-10; possessing a (presumed-stolen) waver = Class-9; obstructing/assaulting a government official = Class-5; verbal abuse + the waver attack together escalate the crew to Class-2 Criminals.
• “Exile to the clouds” is the regime’s signature punishment: “you’re dropped, ship and all, onto an island cloud with no way to escape, and there you’ll stay until you’re nothing but bones” (pages 9–10). It is a death sentence by abandonment.
• The 200-year-old galleon (the ship that fell from the sky to the Blue Sea — i.e. the Cricket/Saruyama connection from Jaya) was exiled to the clouds with its crew (Robin, page 10) — first explanation in-arc for how a surface galleon ended up dropped back to the Blue Sea.
• Wavers do not exist among Blue Sea people (McKinley: “Blue Sea people don’t have wavers,” page 8), so the crew’s possession of one is treated as prima facie theft of sky-island property.
• The Straw Hats are now branded “Class-2 Criminals” in the name of Kami Enel (pages 11, 17) — formalizing their outlaw status in Skypiea before they have even entered the Upper Yard.
