Skypiea Entry Fee and Criminal System

Structural lore — how Skypiea criminalizes newcomers. Mysteries (unsolved questions) live in Vault/Threads/; this is what the world IS.

What we know

• Ch. 238: At Heaven’s Gate, inspector Amazon states the entry law — one billion extols per person — and files a report framing unpaid/illegal entry as grounds for “heavenly judgment.”
• Ch. 241: Entering Skypiea/Upper Yard requires an entry fee of one billion extols per person; non-payers are deemed “illegal trespassers” / “criminals” (page 15).
• Ch. 241: Enforcement is split between Enel’s priests/hunters — who run trespassers down and collect their heads for a per-head bounty (“you can’t divide seven heads among four people”) — and the White Berets (Skypiea police, under Captain McKinley), who conduct searches (pages 13–16).
• Ch. 241: “Extol” is Skypiea’s currency unit. (Conversion rate to Berry not given this chapter.)

Criminal-offense statute & “exile to the clouds” (Ch. 242)

• Ch. 242: Godland’s law sorts offenses into numbered classes (lower number = worse). Class-11 = trespassing without paying the entry fee (finable). Class-10 = damaging sky-island property. Class-9 = possessing a presumed-stolen waver (Blue Sea people “don’t have wavers,” so possession implies theft). Class-5 = obstructing/assaulting a government official. Verbal abuse + the official-assault together brand the crew Class-2 Criminals.
• Ch. 242: A trespass record can be wiped clean by paying ten times the entry fee at the point of contact (70 billion extols / 7 million berries for seven people).
• Ch. 242 / Ch. 241: The entry fee is 1 billion extols per person (7 billion for seven), i.e. 700,000 berries at the standard 10,000-extols-to-1-berry rate. See Extol Currency and the Skypiea Exchange Rate.
• Ch. 242: The signature punishment for the worst offenders is exile to the clouds — dropped, ship and all, onto a far-out island cloud with no way back, left “until you’re nothing but bones.” A death sentence by abandonment, pronounced “in the name of Kami Enel.”
• Ch. 242: The 200-year-old galleon that fell from the sky to the Blue Sea was disposed of this way — its crew exiled to the clouds (Robin, p. 10).
