Skypiea’s police/law-enforcement force, the White Beret Force, led by Captain McKinley. Greet with the Skypiean “Heso!!”. The White Berets are Skypiea’s police force, drawn from the angel-winged Skypiean populace, serving under the authority of “Kami” Enel’s regime — the kami’s law officers (“we White Berets serve the Kami’s vassals”; “the friendliest law officers you’ll find in Godland”). They enforce Godland’s criminal-offense statute (Class-1 through Class-11) and the entry-fee system, and carry Milky Arrows (cloud-bow weapons). Beatable by Blue-Sea standards — the Straw Hats rout them in Ch. 242 — they function as the comic, low-tier law layer beneath the lethal Upper Yard priests (the bottom rung of Enel’s threat-ladder: police → Upper Yard vassals/priests → Enel). - Ch. 241 — Introduced searching Angel Island (Lovely Street) for the Straw Hats after they’re branded illegal entrants for not paying the entry fee (page 16).
- Ch. 242 — The White Berets (Skypiea Police) formally confront the Straw Hats on Angel Island. Captain McKinley lays out Skypiea’s tiered criminal code (Class-11 trespass → Class-2), produces a Vision-Dial photo from the Heaven’s-Gate inspector (Amazon) as evidence, offers the ten-times penalty (70 billion extols / 7 million berries), and on Luffy’s refusal + waver-assault declares the crew exiled to the clouds in the name of Kami Enel. The crew then routs the entire patrol (Luffy’s waver-boosted brawl + “Fireworks” flurry). Branded “Class-2 Criminals.” Establishes the White Berets as the kami’s law officers (“we White Berets serve the Kami’s vassals”; “the friendliest law officers you’ll find in Godland”) and the bottom rung of Enel’s threat-ladder (police → Upper Yard vassals/priests → Enel).
- Ch. 276 — White Berets (Captain McKinley) run the island-wide manhunt against Pagaya, Conis, and Gan Fall on Angel Island (Lovely Street, the Wharf): “We, the White Berets, will protect Skypiea’s peace… in the name of Kami Enel” (pages 18-19). First on-page White-Berets activity since Ch. 0242; they turn from policing Blue-Sea trespassers to hunting Skypiean citizens branded for “offending the Kami.”
- Ch. 279 — Under Captain McKinley, the White Berets pivot from Enel-enforcers to running the island-wide evacuation of Angel Island to the Blue Sea / Cloud’s End, vowing not to repeat “what happened at Bilka” (pp. 2-5). First clear depiction of the corps acting against Enel’s interest / to protect civilians. McKinley confesses shame at having enforced submission to Enel out of fear.
Etymology
“White Berets” is an obvious parody of the Green Berets — the beret as nickname-and-uniform of Special Forces units in the US (most famously), the UK, France, and Australia. Oda recolors the beret white to fit Skypiea’s all-white sky/heaven palette (clouds, “angels,” “Godland”). The unit’s in-world Japanese designation renders as 神兵 (God Guardians / God’s-Army soldiers), framing the police as the foot-soldiers of Enel’s theocracy.
