The seed
The slave economy is laid out in plain dialogue immediately after a kidnapping — a chekhov-explicit setup whose payoff is the public sale itself. See Slavery, Celestial Dragons.
The payoff
(Pending. The on-page sale at the Human Auctioning House is the expected payoff — it lands a few chapters forward, within this batch window. Left pending until the auction is shown on-page.)

Why this matters
Oda lays the slave-trade institution out as flat exposition the moment a sympathetic character is abducted, so the auction-house payoff carries earned dread. A chekhov-explicit “they sell people here” line is never flavor in One Piece.
