The seed
The explicit map mechanic is stated: four Road Poneglyphs, each a coordinate that is not Raftel; connect the four points on a map and read them all and they “contain the coordinates” of Raftel . The Straw Hats now hold a copy of the Zou stone; the other three are split between Big Mom (Whole Cake Island), Kaido , and an unknown spot.
Ch. 829 p. 17 — Big Mom collects poneglyphs she cannot read
Big Mom hoards poneglyphs as treasure but cannot decipher them : “I was very impressed with that poneglyph you brought for me… Even if I couldn’t read it! ” — she was brought one as tribute by Jinbei . An Emperor stockpiling undeciphered stones reinforces both the strategic value of a reader (Nico Robin ) and the four-stone collection problem driving the route to Raftel . Ch. 830 pp. 13-15 — Big Mom’s stone named the hidden objective of the Cake-Island raid
Pedro /Nekomamushi state the crew “will need the Road Poneglyph in Big Mom ’s possession,” Robin has asked them to copy it, and Pedro vows “I swear to steal it this time” — an explicitly planted secondary objective for the Whole Cake Island raid (Roger reached Raftel after being shown the Zou stone 26 years ago).
Ch. 966 p. 10 — Roger himself voices the four-red-stone map (Oden-era flashback)
Roger states the mechanic in-world to Oden : “It’s four red stones carved with these letters that point the way to the island!” — “they’re the map that we need!!” The four-Road-Poneglyph route to the final island is spoken by the Pirate King himself, ~24 years before the present-day Robin/Tamago expositions. Ch. 967 pp. 3, 9, 15 — Roger’s crew demonstrates the full mechanic (Oden-era flashback)
Roger’s crew assembles copies of all four red Road Poneglyphs (a stolen copy of Big Mom ’s + the Fish-Man Island Sea-Forest stone + the Zou final stone, completing the set) and reaches the final island (Laugh Tale ). Ch. 1076 p. 15 — an Emperor’s Road Poneglyph is located and contested

The on-page articulation of the distributed-cipher / route-to-Raftel premise (seeded Ch. 301 ); the route to the final island is now a concrete four-stone collection problem.
