Summary

In Water Seven, Sanji wanders the canal city hopelessly lost (“I’m not lost, am I? Like a certain swordsman I know…”) until he glimpses Robin on a backstreet rooftop — who then vanishes with no doors or pathways in sight (“She just disappeared”) — and then sees Usopp launched soaring across the city (“FWAAH!!”). Following the commotion, Sanji finds the Going Merry under assessment: a Galley-La shipwright (with Zoro present) pronounces the ship “badly damaged” and says “the mast needs to be replaced too.” A man leaps down from atop the dome — Iceberg, the Mayor of Water Seven and President of the Galley-La Company — strolling the city with his bespectacled secretary Kalifa, who has finished a background check on the Straw Hats and notes the crew’s bounties (Luffy, Zoro, Robin totaling up to 239 million). Iceberg, self-described “boss of this town,” adopts a stray pet mouse he names Tyrannosaurus, then cancels his entire day of appointments out of pure laziness (“I’m powerful enough to be able to do what I like. I really am.”). Luffy, Nami and Usopp trail him; when they call Iceberg “spoiled,” Kalifa violently attacks them for insulting “the world’s foremost ship engineer.” They produce Kokoro’s introductory letter — which Iceberg, an old drinking buddy of Kokoro’s, tears up (a kiss-mark and “Check out their ship for them. — Kokoro”) — and he agrees to fix the Merry, noting Kaku has already gone to assess it. As the crew heads for the factory with their 200 million berries, the Franky Family ambushes and robs them. A man fleeing his own bill collectors — Paulie, Galley-La’s Dock 1 Rigging and Mast Foreman — borrows a Yagara Bull, uses “Rope Action… Round Turn!!” to thrash the robbers and recover the money, then keeps the 200 million himself (“that money belongs to us!”) and bolts from his creditors, leaving the crew shouting after him.
