The seed

Ch. 17 — page 18 (top spread, “WE’RE PIRATES!” co-declaration)

Composition: camera looks past the fallen pair (Buggy KO’d by Luffy, Cabaji KO’d by Zoro’s Onigiri) toward the standing duo in mid-background. Fallen Buggy occupies the foreground (frame-out at right), Cabaji’s swords scattered (KLANK SFX). Luffy stands upright with straw hat and arms-crossed in left mid-ground; Zoro kneels exhausted next to him, sword in hand. Both speak balloon-overlap: “WE’RE NOT COMMON THIEVES…” (Luffy) / “WE’RE PIRATES!” (Zoro). The viewer’s POV is from the loser’s perspective — camera-low-to-the-ground, fallen pirates in foreground.

The composition is the first installation in the series of the captain-and-first-mate paired arc-finale stand-over grammar. Both villains (captain Buggy + lieutenant Cabaji) are defeated simultaneously and the two victorious Straw Hats co-declare their identity to the prone enemies.

Why this matters — the four invariants

The arc-finale-tag-team composition operates with four structural invariants:

Paired villain-takedown — captain Straw Hat fights captain villain; first-mate Straw Hat fights lieutenant villain; both fights resolve in the same beat. (Luffy vs Buggy + Zoro vs Cabaji here; later: Luffy vs Crocodile + Zoro vs Mr. 1; Luffy vs Lucci + Zoro vs Kaku; etc.)
Camera-from-villain-POV — the panel is framed from the losers’ point of view, with the fallen pair in the foreground and the standing victors mid-ground. This is the defeat-grammar inversion of the standard heroic-low-angle shot.
Co-declaration / verbal unison — the captain and first-mate speak overlapping balloons that articulate the crew identity to the defeated enemy. Here: “WE’RE NOT COMMON THIEVES… WE’RE PIRATES!” Later instances: every “YOU MESSED WITH STRAW HAT PIRATES” arc-closer.
Captain-stands / first-mate-kneels — the captain is upright (energized); the first-mate is exhausted (kneeling or panting). The labor-division of the fight is read in their post-fight body postures — Zoro fought the harder fight; Luffy is the energizer.

Forward-pattern (predicted)

Every later arc-climax where Luffy and Zoro defeat the captain-and-lieutenant villain pair simultaneously re-keys here. Expected payoff sites:

Four chapters after the Ch 17 page 18 captain-and-first-mate co-declaration installation, Luffy re-deploys the same declaration (“WE’RE PIRATES!!”) in inverted compositional context:

Audience-inversion: Ch 17 is to fallen enemies (defeated Buggy + Cabaji in foreground); Ch 21 is to angry civilians (Orange Town townspeople with pitchforks, who think the trio attacked the mayor).
Speaker-inversion: Ch 17 is captain-and-first-mate balloon-overlap co-declaration; Ch 21 is captain-solo declaration (Nami panics in left-foreground, Zoro laughs in right-foreground).
Camera-inversion: Ch 17 is from villain-POV (camera-low, fallen enemies in fg); Ch 21 is from civilian-POV (camera-mid, Luffy back-to-viewer).
SFX-invariant: both panels use the same large stylised SFX-backdrop (FW-UMP/WIP at Ch 17; BA-DA-DUM at Ch 21) — the declaration-as-thunder-grammar is the shared grammar.

The Ch 21 panel installs the identity-declaration grammar as context-independent: Luffy will declare “WE’RE PIRATES!” regardless of whether the audience is defeated-villains, hostile-civilians, neutral-bystanders, or strangers. The declaration is not tactical (Nami begs him to deny it for survival); it is constitutive (the identity-claim is non-negotiable in Luffy’s mouth). This is the first installation of the Luffy-declares-pirate-identity-against-tactical-interest sub-grammar.

Forward-pattern: every later beat where Luffy declares his pirate-identity when concealment would serve him better re-keys here (Loguetown execution platform, Enies Lobby Buster Call, Marineford post-Ace, Egghead Sky-Drive). The Ch 21 panel is the first installation of the identity-over-tactics declaration grammar.
