Summary

In the aftermath of Doflamingo’s fall, Luffy (as “Lucy”) races to leave Dressrosa while the Marines scramble to recapture him, his allies funneling toward the eastern port where Bartolomeo’s group has already seized and is impersonating the naval lookout team. Zoro charges for the port (getting lost southward). At the palace, King Riku prepares to announce the Riku Dynasty’s return to the throne and sends for Viola and Rebecca; Luffy bursts in calling for Rebecca, learns she has received a parting letter from her father, snatches her and Viola, and flees through the city as a decoy — dropping a Marine sniper squad with Conqueror’s Haki (the soldiers “still conscious,” recognized as Supreme King Haki) before placing Rebecca on the far side of the hill. Meanwhile Kyros, having packed to leave Dressrosa forever so that Rebecca might live as royalty, kneels at Scarlet’s home/grave (“My role has ended, Scarlett”) — only for Rebecca to arrive at the door and refuse his lie: she does not care about his violent past or a prince’s bloodline — “I am the daughter of Kyros!!!” Father and daughter reunite in tears and resolve to live together. With Rebecca renouncing royalty, King Riku asks Viola to become the Riku princess in her place (“You can’t fight your blood”). At the eastern port, in the ruins of the forest town Carta, the Barto Club waits anxiously as Admiral Fujitora closes in — “Hurry up, Mistah Luffy!!”

• Rebecca renounces royalty. She rejects returning to the palace as a Riku princess and declares herself the daughter of Kyros (“I’m not the daughter of some prince from somewhere!! I AM THE DAUGHTER OF KYROS!!!”), choosing a commoner’s life with her father (pp. 14-16). She is unmoved by his confession of a violent past (“I don’t care if you killed hundreds of people… I only have one father!!”).
• Viola becomes the Riku heir. With Rebecca declining the throne, King Riku asks Viola (Princess Viola) to be “the princess” for him; she accepts as Riku muses “You can’t fight your blood” (p. 16).
• The Riku Dynasty’s restoration is announced. King Riku Doldo III, freed and back in the palace, declares it “time to announce the Riku Dynasty’s return to the throne” — “the moment I have awaited for years” (p. 5).
• Kyros’s plan to disappear. Kyros packed to leave Dressrosa, having falsified the nature of his marriage to Scarlett so Rebecca could be raised royalty — “I want her royalty to bring her happiness. She endured ten years of suffering and insults for being royalty” (pp. 13-14). His parting letter to Rebecca drives the chapter’s conflict (pp. 7-8).
• Luffy’s offensive Conqueror’s Haki. Luffy fells a Marine special sniper squad with a burst of Haki; the survivors note “they’re still conscious” and identify “Supreme King Haki” (Haoshoku) — a controlled, selective knockout, not a full incapacitation (pp. 10-11).
• The Barto Club holds the eastern port. Bartolomeo’s group has overrun the eastern port’s naval lookout and is impersonating it on the transponder snail (“Everything is under control!! …No need for backup!”), buying the escape route (pp. 3-4).
• Carta named. The eastern-port escape rendezvous is “the ruins of the forest town Carta” in the east of Dressrosa (pp. 11, 17).
