- 羅刹町 Rasetsu-chō = '(town of the) rasetsu.' 羅刹 (rasetsu) is the Japanese name for the rākṣasa — a flesh-eating, man-devouring demon of Hindu/Buddhist myth. A fitting label for Orochi's public-punishment prison ward: the prison house (羅刹町牢屋敷) bears the kanji 牢 ('jail/cell') over its gate, and the demon-named district is where the regime devours its enemies.

A district of the Flower Capital housing the Rasetsu Prisoners’ Quarters (a.k.a. the Public Cells) — where Shogun Orochi’s regime publicly displays and jails those who defy “Shogun Orochi and Lord Kaido.” First shown Ch. 939, it fills with citizens arrested for bearing the Kozuki crescent-moon mark, paraded before onlookers by Fukurokuju (pp. 8–9). Etymology
- Name: 羅刹町 Rasetsu-chō — 町 (chō) = “town/district”; 羅刹 (rasetsu) is the Japanese rendering of the rākṣasa, a flesh-eating, man-devouring demon of Hindu (and, via Buddhism, East-Asian) mythology. The One Piece Wiki confirms “Rasetsu is the Japanese name for the Hindu figure Rakshasa.”
- Thematic fit: the demon-named ward houses the Rasetsu Town Prison House (羅刹町牢屋敷, Rasetsu-chō rō-yashiki; VIZ “Rasetsu Prisoners’ Quarters”), a public jail-and-execution ground with the kanji 牢 (“prison cell”) over its gate and pikes ringing the lattice fence “so citizens could see the price of betrayal.” Naming Orochi’s punishment district after a man-eating demon casts the regime as the devourer of its own people — the very crescent-marked citizens it drags here.
