The seed
Law holds a Seven Warlords seat and is ostensibly the Master’s enforcer on Punk Hazard, yet he was “only supposed to drive [the Navy] away” and deliberately provokes a full battle with Smoker that exposes the island (p. 11). Smoker — who “make[s] it a rule never to trust” Warlords — intuits aloud that “there’s someone else behind it” and asks “do you really need this place?” (pp. 15–16); Law refuses to answer. The dialogue plants that Law’s allegiance is a mask over a concealed plan.

Why this matters
Oda repeatedly frames a character’s stated allegiance as a deliberate cover by having a perceptive antagonist name the contradiction out loud — here Smoker, the genre’s dogged-pursuer archetype, voices the reader’s suspicion (“there’s someone else behind it”) while Law withholds. answer plus the Master’s-men “only supposed to drive them away” line as the load-bearing tells that his Warlord seat and Punk-Hazard service are instrumental, not loyal.
